Summary/Abstract |
The first multinational conference dedicated exclusively to robotic warfare took place May 13-16 at the UN Office at Geneva as governments around the world confront the emerging technologies that policymakers call "lethal autonomous weapons systems" and headline writers have dubbed "killer robots." The three-day meeting featured diplomats, scholars, and activists debating the implications of new weapons that could automatically target and kill people without human control. Although few such weapons exist now, revolutionary developments in sensors and robotics have stoked fears in some quarters that these weapons systems could make warfare less risky for the attacker and therefore more indiscriminate, but raised hopes in others that they might reduce civilian casualties.

Summary/Abstract |
The nuclear non-proliferation regime, despite being frequently criticised for an alleged lack of effectiveness, is in fact an amazing success story. The number of states which had conducted nuclear weapons activities in various stages but which have terminated them at one point surpasses the number of Nuclear-Weapon States (NWSs) by far. At the apex of its success, however, the regime is threatened by erosion from three different directions. A small number of rule-breakers and outsiders undermine its central objective: to stop the spread of nuclear weapons. The refusal of the official NWSs to fulfil their undertaking of nuclear disarmament violates the principle of justice enshrined in the treaty and thereby destroys its legitimacy, as does the perceived readiness by nuclear suppliers to impede the development of nuclear technology in developing countries. The Gordian Knot can presumably only be cut by a u-turn towards a world without nuclear weapons. This insight has meanwhile reached the mainstream security establishment of the United States, the president included. Whether this road will really be taken will determine the future of the regime-with far-reaching consequences for global security.

Summary/Abstract |
This article discusses the main aspects of the Brazilian Navy's nuclear-powered submarine program. It first discusses the Brazilian perception that the restrictions imposed by the world powers related to so-called sensitive technologies are a tool to maintain the status quo and hamper the technological progress of developing countries. The article then focuses on the political, economic, technological, and strategic reasons behind the creation and maintenance of the autonomous nuclear-propulsion submarine program. Next, the article examines strategic aspects of the program and their institutionalization in high-level defense documents, informing Brazil's opposition to adopting additional nonproliferation measures. Finally, it discusses Brazilian policy toward the South Atlantic Ocean and the role of the nuclear-powered submarine. The article seeks to shed light on the main reasons that led Brazil to build and maintain such submarines and maps the program's phases of development.

The Korean government plans to increase strategically focused R&D investment in some promising nuclear technology areas to create export opportunities of technology in a global nuclear market. The purpose of this paper is to present a decision support process for selecting promising nuclear technology with the perspective of exportability by using the AHP based on extensive data gathered from nuclear experts in Korea. In this study, the decision criteria for evaluating the export competitiveness of nuclear technologies were determined, and a hierarchical structure for the decision-making process was systematically developed. Subsequently relative weights of decision criteria were derived using AHP methodology and the export competitiveness of nuclear technology alternatives was quantified to prioritize them. We discuss the implications of our results with a viewpoint toward national nuclear technology policy.

The realm of ‘nuclear technology’ is amongst the most beguiling subjects of the human civilisation for the fact that words like ‘atom’ and ‘radiation’ have engendered both lasting fear as well as abounding hope in many. However, what is less certain is why it has entrenched such strong group (pro- and anti-nuclear) alignments. Fingers point towards the ‘risk’ associated with nuclear technology; but risk perception is a “combination of facts and fears, intellect and instinct, reason and gut reaction”; it is a ‘subjective’, not a purely rational and fact-based process. Therefore, any hasty response to a perceived risk may pose a danger by itself. Moreover, risk is calculated by multiplying the probability of the consequence by the severity of the consequence. On the other hand, the unrealised lofty goal of abundant energy through the nuclear route and a few nuclear disasters have given rise to public scepticism.

Non nuclear Danish nuclear policy is at a crossroads. Looking back, Denmark's relationship to nuclear technology has been a difficult balancing act for successive governments, trying to soothe an anti-nuclear domestic sentiment on one side and the membership of a nuclear military alliance on the other. This history produced an enduring double approach to nuclear policy by Copenhagen throughout the cold war. Looking ahead, this history is of particular relevance as Denmark and Greenland are considering lifting their twenty-five-year ban on mining radioactive elements and allowing the production of Greenland's uranium. With Greenland's large reserves potentially catapulting this otherwise non-nuclear and non-mining kingdom into one of the world's top suppliers of uranium, the policy debate has to include a look back at Denmark's relationship to nuclear technology, for both peaceful and military purposes.

This article analyzes the thermal energy options available in the country to support the expansion of Brazil's electricity grid capacity. The country's electricity mix consists primarily of renewable sources of energy and this configuration will be maintained throughout the 21st century. However, grid expansion can no longer benefit from hydroelectric power plants with large reservoirs leading to a greater participation of thermal power plants. Among the thermal sources available in the country, nuclear power has important comparative advantages. Recognizing these benefits, the Brazilian government has established that expanding electricity grid capacity will amount to up to 8000 MW through nuclear energy by 2030.
The use of nuclear technology for electricity generation has historically been a controversial issue worldwide and some countries have decided to review their nuclear programs in the aftermath of the 2011 Fukushima nuclear accident.
This article shows that increasing the participation of nuclear energy in Brazil's electricity grid will provide important benefits for the country by ensuring energy security, keeping Brazil's electricity mix as one of the cleanest in the world, securing electricity grid reliability and safety and reducing operating costs.
