Summary/Abstract |
Since 2010, four Parliamentary committees have criticized Britain's failure to promote its capacity for strategy making. Publicly, this failure is identified with the decisions of 2002-03, and especially with the invasion of Iraq. But the 1998 Strategic Defence Review was in trouble before the 9/11 attacks because it was underfunded. More culpable was Britain's failure to learn and adapt in 2006. The formation of the National Security Council by the 2010 coalition has yet to deliver.

Summary/Abstract |
The conflicts in Afghanistan and Iraq have revealed the problems that both the United States and Britain confront in formulating strategy. In part this problem is intellectual: strategy is not just about the unilateral implementation of policy, it is also a process applicable in the dynamic and multilateral context of war. However, the difficulties are also institutional. Encumbered with unrealistic models of civil- military relations, the United States and the United Kingdom have allowed their machineries for the making of strategy to atrophy.

Summary/Abstract |
The English translation of Carl von Clausewitz’s On War by Michael Howard and Peter Paret has had a major impact on how Clausewitz is read today, especially in the United States and Britain. Howard in particular was determined to make Clausewitz doubly relevant – as one soldier speaking to other soldiers and as an author whose views on war had continuing purchase. However, the result is a text which, in reflecting the issues of its day, is not fully reflective of what Clausewitz himself said and has itself become dated.

Institutional flexibility is essential in identifying the character of each conflict, and the potential changes within it, thereby influencing doctrine, training and defence spending. Summary/Abstract |
The recent crop of books on the origins of the First World War dispenses with the notion of inevitability in the outbreak of war, and stresses the maturity of European civilization in 1914. They are in danger of prioritizing urban life over rural, civilization and culture over backwardness and superstition. They also say less than they might about the enduring place of war in international relations. The stress on contingency is to be welcomed for getting history away from the determinism of long-term trends, and for reopening the uncertainty of the outcomes still open to the Great Powers in 1914. However, the overall effect is cyclical. The prevailing wisdom on the reasons for war has reverted to the argument that 'Europe slithered over the brink', which dominated from the 1930s until the publications of Fritz Fischer in the 1960s. This does not mean that 'Fischerism', with its belief in German war guilt, is extinct. The challenge which now confronts historians, as they approach a four-year centenary, is to break this circularity and to explore new paths.
