Summary/Abstract |
Two issues currently dominate the UK's constitutional landscape: the UK's membership of the European Union (EU) on the one hand; and the unsettled constitutional settlements between the UK and the devolved administrations of Scotland, Wales and Northern Ireland on the other. This article considers these two issues in concert. It stresses the distinct relationships between the EU and the devolved territories within the UK—concerning both devolved and non-devolved policy areas—highlighting the salience of a devolved perspective in any consideration of UK–EU relations. Despite its importance, sensitivity to this has been lacking. The article explores the implications of a ‘Leave’ or ‘Remain’ outcome on the future of the internal territorial dynamics within the UK. While there are too many unknowns to be certain of anything, that there will be knock-on effects is, however, beyond doubt.

Summary/Abstract |
Scottish self-government and European integration are linked. Europe has become an important framework for the independence project. Evidence for Scots being more pro-European is ambivalent, but there is a pro-European consensus in Scottish political parties and civil society. In the referendum campaign, the No side suggested that an independent Scotland might not gain admission to the European Union. If the United Kingdom as a whole should vote to withdraw from the EU in a future referendum but Scotland to stay in, the independence question would re-emerge. In the absence of independence, a number of issues arise as to how Scottish interests can best be represented in the EU.

This has been a roller-coaster year for Afghans. It has included vigorous presidential and provincial election campaigns, a protracted political crisis, the formation of a government of national unity, the inauguration of a president with big new ideas, a financial crunch, devastating natural disasters, widening Taliban attacks and a surge in the number of Afghans being killed. Meanwhile, the US-led International Security Assistance Force is winding down and will conclude in December.
