Summary/Abstract |
There is hardly anybody in Belgium who publicly defends the continued deployment of US tactical nuclear weapons on Belgian territory. The longer these weapons stay, the more the existing nuclear weapons policy and by extension North Atlantic Treaty Organization itself will be regarded as illegitimate. While one should not expect massive demonstrations similar to that at the beginning of the 1980s, the pressure to protest increases. By describing the different societal and political actors in Belgium and their respective views on the possible withdrawal of US tactical nuclear weapons, this article tries to explain the gap between policymakers and citizens on this issue. The main explanatory variables are a low-profile diplomatic culture and the lack of a strong link between the anti-nuclear movement and the political parties in power, resulting in the absence of political leaders at the governmental level, who clearly speak out in favor of withdrawal.

Reagan's rhetoric and actions in the arms race triggered considerable opposition, which was necessary to establish a counter-discourse in particular through the peace movements in the West, which then impacted upon the discussions in Moscow. It enabled Gorbachev to overcome his considerable domestic opposition and to make the necessary concessions, which started to bring the cold war to an end. In this sense, the peace movements won the cold war, too. The end of the cold war was as much a discursive struggle over ideas about international order and the right mix of deterrence and détente as the East-West conflict itself. It is a matter of good fortune that the cold war had a relatively happy ending and that Europe was reunited. Claiming victory for one side or the other seems to be beside the point, even 20 years later.

Summary/Abstract |
This article presents some pacifist ideas developed in various economists' works since the origins of economic thought. The Classicals considered international peace to be a normal result (as well as a necessary condition) of economic development and human progress. Such a conception is also shared by other schools of thought, such as Utopian socialism or institutionalism. Some economists were active in the development of the pacifist movement before the First World War, which led to the organization of several international Peace Congresses. During the Cold War, certain economic studies on military expenditure and the arms race contributed to the denunciation of an excessive militarism. However, the post-Cold War disarmament highlighted the costs of the necessary peace investment. There is a substantial research agenda and a need for more academic economists to undertake analytical and empirical work in this important field.
