Summary/Abstract |
This article presents the main reasons for the gradual decline, and eventually the marginalization, of the Labour Party. It starts with a general discussion of the decline of dominant parties in democratic political systems followed by a review of Labour's decline. Then it proceeds to analyze in detail the reasons for Labour losing its centrality in Israeli politics. The article concludes with a few thoughts about the future of Israeli politics.

Summary/Abstract |
The deterioration of relations between Israel and Turkey, culminating in the "Gaza flotilla" affair of June 2010, are part of a reorientation in the Turkish foreign policy over the past several years: a move away from the West and toward Muslim states and non-state groups, including such radical actors as Iran, Hamas and Hizballah. This article reviews the rationale for the Israeli-Turkish strategic partnership in the 1990s and the early years of this century. It then documents deviations in Turkish foreign policy from Western patterns. Next it examines how changes in Turkey's twenty-first century strategic environment, as well as in the domestic arena, led to a reorientation of Turkish foreign policy and to current tensions in bilateral relations. And finally, it assesses the impact of the changes in Turkish foreign policy on the Greater Middle East and global politics.

Summary/Abstract |
Despite all the optimism accompanying the uprisings of 2011, the Arab Middle East remains a stagnant region in deep socio-political crisis with little chance for positive change anytime soon. The current regimes may stay in power or get replaced by new dictatorships, moderate or radical. Either way, in the near future, weak states will continue to grapple with domestic problems and the direction of their foreign policies. For good reason, this situation has Israeli leaders worried about the implications for their country's national security. The changing regional balance of power favors Turkey and Iran, both of whom encourage radical elements in the region, not Israel, while the seeming decline in U.S. clout has negatively affected both the Arab-Israeli peace process and Israel's deterrent power.

Summary/Abstract |
'Mowing the Grass', Israel's strategy in the twenty-first century against hostile non-state groups, reflects the assumption that Israel finds itself in a protracted intractable conflict. The use of force in such a conflict is not intended to attain impossible political goals, but a strategy of attrition designed primarily to debilitate the enemy capabilities. Only after showing much restraint in its military responses does Israel act forcefully to destroy the capabilities of its foes, hoping that occasional large-scale operations also have a temporary deterrent effect in order to create periods of quiet along its borders. The Israeli approach is substantively different from the current Western strategic thinking on dealing with non-state military challenges.
