Summary/Abstract |
For more than three decades, beginning soon after the end of World War II, the
United States and the Soviet Union faced off against each other. The concept
of "mutual assured destruction"-MAD, the U.S. threat of massive retaliation
to a Soviet first strike-became America's Cold War de facto strategic defense
policy. In March 1983, however, President Ronald Reagan asked whether ballistic
missiles could be destroyed before they reached the United States or its allies,
thus catalyzing efforts for a national ballistic-missile-defense program that would
undermine the need for MAD. That same year, the U.S. N avy commissioned USS
Ticonderoga (CG 47), the first of what is to become a fleet of more than eighty
Aegis warships. In 2012, these trends have converged, and Aegis ballistic-missile
defense (BMD) is an increasingly important component of a robust national
BMD System (BMDS).

Summary/Abstract |
A mine is a terrible thing that waits. The easy way is always mined. Any ship can be a minesweeper-once. Sea mines and the need to counter them have been constants for the U.S. Navy since the earliest days of the Republic. In January 1778, patriot David Bushnell used floating kegs of gunpowder fitted with contact firing mechanisms to attack a British fleet anchored in the Delaware River above Philadelphia. Four British sailors died trying to retrieve the kegs-an early example of the challenges of explosive ordnance disposal (EOD) against an unknown threat-but the ships were unscathed. Since that uncertain beginning, mines and mine countermeasures (MCM) have figured prominently in the Civil War, Spanish-American War, both world wars, Korea, Vietnam, numerous Cold War crises, and Operations DESERT STORM and IRAQI FREEDOM.

"Over the last year, we were on station in the Pacific to deal with provocative North Korean actions," Chief of Naval Operations Admiral Jonathan Greenert wrote in his foreword to the Navy Program Guide 2014 . "We patrolled off the shores of Syria, Libya, Egypt, Somalia, and Sudan to protect American lives, hunt violent extremists, and induce regional leaders to make constructive choices amid widespread disorder. We delivered aid and relieved suffering in the Philippines in the wake of a devastating typhoon. We mobilized to restrain coercion against our allies and friends in the East and South China Seas. We kept piracy at bay in the Horn of Africa," he continued. "We projected long-range combat power from aircraft carriers in the North Arabian Sea into Afghanistan, and arrayed our forces to enhance stability in the Arabian Gulf. Across the Middle East and Africa, we took the fight to insurgents, terrorists, and their supporting networks by providing high leverage expeditionary support to Special Operations Forces."
