In recent years, problems relating to the state and development dynamics of ethnic relations, which have an effect on the sociopolitical and moral-psychological atmosphere in Russia, are becoming an increasingly frequent target of study. Resolving sociopolitical problems is particularly important in the context of the current instability in the Northern Caucasus.

| Summary/Abstract |
At the current stage of Russia's development it is extremely important to create an effective mechanism of sociopolitical stability in the Southern Federal Okrug (SFO). The creation (drawing up) and continuous functioning of this mechanism is a necessary prerequisite for the sustainable economic development of the Russian South (and of all the territories that belong to it), as well as the country as a whole.
The federal government is becoming increasingly aware that new transportation projects can be only implemented in the Caspian region if military and political security both here and throughout the Northern Caucasus is ensured. In turn, the new transit systems in the Caspian are not only economically advantageous projects for Russia, but also an effective way to protect its geopolitical interests in the Caspian-Black Sea region.

When in Europe, I am often asked about my occupation at home. My answer, "I study the ethnography of the peoples of the Northern Caucasus," baffles people; most of them do not know where to look for the Caucasus on the map, however everyone recognizes the word "Chechens," an echo of the Chechen wars of the 1990s.

| Summary/Abstract |
This study examines the interplay between Islam and collective identity and their position in potential conflicts by exploring the dynamics of Islam, ethno-nationalism and civic society within different parts of the Northern Caucasus. Historical and anthropological approaches are used for a comparative analysis of Daghestan and Chechnya in the east and of Kabardino-Balkaria and Karachai-Cherkesia in the west. The study demonstrates the importance of local context and historical background to the understanding of ethnicity, nationalism, civic identity and their interplay with Islam. The analysis highlights that the different history and socio-cultural characteristics of the different regions in question leads to different approaches to religion which contain a paradox. In Daghestan and Chechnya, Islam is well established and the authorities have to collaborate with different Islamic bodies in their struggle against 'Wahhabism'. In Kabardino-Balkaria and Karachai-Cherkesia the 'legitimate' Islamic leaders - whether those representing the state or leaders of other Islamic movements - are powerless. While this represents the overall weak position of Islam in these areas, paradoxically it also opens options for radical Islamists to gain support, in the context of economic hardships, weakening of other sources of identification, and corruption. This process is generated and fostered by policies that limit ethno-nationalism and expand the struggle against radicalism to a struggle against religious activity in general. The Northern Caucasus has often been perceived as a major locus of radical Islam, and as a strategic rift in the 'clash of civilizations'. This study claims that the significant rifts and conflicts are between different Islamic alternatives. Important variables crucial to this discussion highlighted by the case of the Northern Caucasus are ethnicity, nationalism, civic identity and their interplay with Islam. At the same time, this case also highlights that the potential of radicalism in Islamic societies is not the mere result of its own 'characteristics', but is also a product of policy towards Islamic societies by outside actors, in this case Russia.

This article highlights the main factors relating to the formation of the religious and political (Islamic) elites in the Northern Caucasus caused by Gorbachev's perestroika, the collapse of the Soviet Union, the reforms conducted in Russia, the creation of an ideological vacuum, and the birth of market relations. The sociocultural context that formed has given rise to an Islamic revival, the penetration of Salafi (Wahhabi) ideas into the region, and the formation of a neo-clergy that is not only claiming a leading role in the religious life of Muslims, but also active participation in politics, right down to preparing a state coup.

The Northern Caucasus, home to numerous ethnicities, is a challenge to the political administration and national security of the Russian Federation; many problems of state order and ethnic relationships, caused by rivalry among political and ethnic elites for power and influence, have reached a critical level. There are ethnic and clan contradictions and territorial disagreements.
Today, the information security of the Northern Caucasus should be discussed at two levels-domestic and global. The former is related to the region's status and role in Russia's domestic policy and development and the latter to its place in Russia's foreign policy and the interest of foreign states and international organizations in the macro region.
In one of his books, Andrey Zdravomyslov wrote that the Northern Caucasus owed its international weight to the fact that it was situated at the crossing of geopolitical "power" lines, "the crossroads of geopolitical aims." On 12 November, 2009, in his address to the Federal Assembly, President of Russia Dmitry Medvedev pointed out that "our most serious, domestic political problem [is] the situation in the North Caucasus."
