Israel's "Security Network" and its impact: an exploration of a new approach / Barak, Oren; Sheffer, Gabriel   Journal Article
Sheffer, Gabriel Journal Article
0 Rating(s) & 0 Review(s)
Publication 2006.
Summary/Abstract This article discusses a critical factor that has influenced Israel's politics, society, economy, and public discourse since this state's establishment in 1948, and particularly after the 1967 war: a highly informal but at the same time very potent "Security Network." This Network has been critically involved in the political, social, economic, and cultural spheres, and its impact is felt in major and lesser issues. It is made up of actors who (a) are connected by informal, nonhierarchical ties; (b) share common values and perceptions regarding Israel's security and the ways to promote it; (c) have identical or similar individual and collective interests; and (d) are capable of joining hands to influence policymaking on different levels and in various spheres of the country's public life.

Loyalty and criticism in the relations between world Jewry and / Sheffer, Gabriel   Journal Article
Sheffer, Gabriel Journal Article
0 Rating(s) & 0 Review(s)
Publication 2012.
Summary/Abstract Loyalty to Israel and criticism of it by the World Jewry is an important issue, and is more complex than usually thought. This issue is not limited to public or secretive statements of harsh or mild criticism of Israeli governments and their policies. Loyalty and criticism are closely linked to many aspects of events and changes taking place in the Diaspora and in Israel. In this context, there is no doubt that Diaspora Jews and Jews from Israel are now experiencing fundamental and significant changes and face basic problems which affect mutual loyalty and criticism between Diaspora Jews and Israelis. Since the origins and nature of these changes which affect loyalty and criticism is complex, these must be thoroughly examined. Below is a brief discussion of these changes followed by an analysis of their impact on loyalty and criticism in the current relations between World Jewry and Israel.

Moshe Sharett, the Ministry of Foreign Affairs and the Jewish d / Sheffer, Gabriel   Journal Article
Sheffer, Gabriel Journal Article
0 Rating(s) & 0 Review(s)
Publication 2010.
Summary/Abstract Many observers agree about the marginal position and involvement of the Ministry of Foreign Affairs (MFA) as well as all other ministries active in the sphere of Israeli-Jewish Diaspora relations, which is closely connected to Israeli governments' general positions and attitudes toward the Jewish Diaspora. The article examines the historical sources of this situation in the Israeli government. It discusses especially the role of the MFA, which, theoretically, should have been very closely involved in Israeli-Jewish Diaspora relations. It focuses mainly on the period from 1948 until the mid-1950s.

Study of Civil–Military Relations in Israel: a new perspective / Barak, Oren; Sheffer, Gabriel   Journal Article
Sheffer, Gabriel Journal Article
0 Rating(s) & 0 Review(s)
Publication 2007.
Summary/Abstract The aim of the article is threefold: first, to define and examine the major approaches to the study of the relationship between Israel's security sector and civilian realms (political, social, economic, and discursive), which we refer to as the "traditional," "critical" and "new critical" approaches; second, to emphasize the theoretical and empirical "gaps" that exist in the scholarly treatment of the relationships between actors operating within both types of spheres, and particularly with regard to the more informal aspects of their interplay; finally, to suggest ways to overcome the lack of adequate treatment of these highly informal exchanges by employing insights from the expanding literature on policy networks and social networks and demonstrating how these networks, which can be identified in the Israeli case, influence general and concrete policymaking on both the national and local levels
