Summary/Abstract |
India has, over the last decade or so, been a bit player in Afghanistan, and its influence on political developments there has been marginal. Accordingly, it has been on the fringes of international consultations on Afghanistan. It is not surprising, therefore, that its bitter opposition to talks with the Taliban was ignored. In comparison, Pakistan has been a much more important player and exercised far more influence than India at regional and international fora in the evolution of policies pertaining to Afghanistan. This is partially explicable by Pakistan's extensive border with Afghanistan, age old tribal links, deep rooted linkages with the Taliban, the Haqqani group and Al Qaeda, and a long and tortured history of incessant interference in that country. India's comparative lack of influence is due to the fact that though it has been proactive in bilateral diplomacy vis-Ã -vis the government of Afghanistan, it has been relatively inactive in reaching out to all shades of opinion in that country, maintaining close contacts with all key external players, and devising innovative and workable strategies for restoring peace and tranquillity in Afghanistan. It is time that India sheds its comparatively reticent posture on Afghanistan and becomes more involved on issues relating to developments there, as otherwise Pakistan will retain its dominant influence, which will obviously work to our detriment.

Summary/Abstract |
The coming to power of a majority government led by the BJP and Prime Minister Narendra Modi opens up new possibilities in India’s foreign policy and external relations. India’s engagement with the outside world has lagged during the past five years, hamstrung by a weak coalition government preoccupied with managing internal cohesion and keeping afloat. This drift has been apparent in internal governance as well, with decisions on many key issues left dangling. The negative impact of this on economic growth, internal security and national morale has greatly diminished India’s role in the increasingly complicated and competitive global environment.

It is relevant to recall the background to Pakistan's move to introduce this resolution. India was in a very difficult situation at the time. Kashmir was in flames due to a strong militant movement aided and abetted by Pakistan. Confrontation between the security forces and militants was an all too frequent occurrence. Moreover, India was far from being a rising power as is the case today. It had a minority government fighting for survival, hard put to address a myriad of serious problems like the demolition of the Babri Masjid and the subsequent Mumbai riots with an economy on the brink of bankruptcy. You would remember that a couple of years earlier, we had to mortgage gold to keep our economy afloat and India's diplomatic standing was, perhaps, at its lowest ever at that point in time. With hindsight, it is obvious that Pakistan had orchestrated its move to mount a resolution against us on Kashmir in tandem with its promotion of militancy there, so as to internationalise the issue and push us to the corner at a time when we were at our weakest.

Summary/Abstract |
The concept of national security has often been taken to merely connote the preservation of sovereignty, territorial integrity and internal stability with the focus on the coercive power of the state. In today’s complex and interdependent world faced with many non traditional threats like pandemics, climate change, etc it must, however, be seen in a more holistic manner. Such an all encompassing view of national security demands that the determinant of security is not just the coercive elements of state power but its comprehensive national power with the latter being a composite of many factors across all facets of national life. These factors, inclusive of leadership, if quantified, can help develop a national security index which in comparative terms could serve as an indicator of the relative security of a country vis a vis its peers. The holistic nature of national security demands that appropriate structures are in place to manage it. India is fortunate to have such structures which, of course, need revitalisation.
