Summary/Abstract Foreign and security policy cooperation is an ambitious goal of the European Union (EU). The EU has been successful to portray itself as a single actor in areas of international trade negotiation. However, on critical areas of ‘high politics’ of ‘national importance’, the EU Common Foreign and Security Policy (CFSP) characterizes an interplay of politics at the domestic, regional and international level.
