Summary/Abstract THIS WAS THE TITLE of the collection of documents and materials related to the Final Act of the Conference on Security and Co-operation in Europe (CSCE) (Helsinki 1975) published in Moscow in 1980. The conference was initiated by the Soviet Union and Finland and attended by 35 European states as well as the United States and Canada.* The West-Russia confrontation of our days and the Ukrainian developments added significance to this unprecedented event in the history of the West-West relationship (Helsinki being deliberately chosen as its venue) and rekindled an interest in it among the political, business and academic communities all over the world.

Summary/Abstract Based on newly released documents from the German foreign ministry archives, this article investigates Bonn's goals, strategies and negotiation tactics at the Conference on Security and Development in Europe (CSCE). By focusing in particular on the multilateral preparatory talks in 1972/73 when the general Conference framework was negotiated and national and alliance positions were determined, it will be shown that (1) the Federal Republic of Germany was the key Western player at the CSCE, and (2) its policies were largely driven by national, Deutschlandpolitik interests - although on the surface the emphasis was always on a multilateral approach and a united Western (EPC/NATO) position. Furthermore, this article will reveal the significance of the 'politics of language' in West German diplomacy; and offer some wider reflections on the importance of language and its symbolism in international relations.

Summary/Abstract Central Asia is the ‘best customer’ of the OSCE. It is the area of five post-Soviet OSCE participating states that are in significant need of support by the organization that prides itself on cooperative security and that have many shortcomings primarily in the humanitarian dimension, which the organization should foster to change. Central Asia has demonstrated less political and socio-economic transformation since its independence than it could have. While it receives reduced interest due to the declining importance of those two matters that contributed to it (rich natural resources and energy bearers and the vicinity of Afghanistan), the OSCE is the organization where Central Asia is ‘at home’. Central Asian states would like to face less soft persuasion (and even less hard pressure), but they would like to benefit from the assistance of the organization and its participating states. It is for this reason that there is more than one OSCE in Central Asia trying to meet the different needs of the area.
