Summary/Abstract |
Fourth Generation Warfare is a theory of contemporary warfare that posits a number of different ideas that are able to shed light on current conflicts. Whilst much of the debate has been concentrated on the linear development of warfare and also on analysis of the current situation of US forces in Iraq, it has resonance for a number of different conflicts taking place in Africa, if only because the US has become involved in contemporary conflicts in Somalia and the Mahgreb. There are clearly significant issues with the US-centric, flawed linear approach to history, but the actual analysis of modes of warfare has much to offer policymakers in a continent that is under-represented in the literature, and is also in danger of being forgotten in the shadow of analysis of Iraq. This paper moves on from criticising the stepped approach to history and looks at patterns of warfare in contemporary Africa, arguing that there is much in the theory that could be used to explain seemingly illogical tactics or patterns, and thus has much to tell policymakers engaged in conflict analysis

Summary/Abstract |
This article addresses the issue of what happens after a civil war ends. In particular it traces the development of political authoritarianism from an initial multiparty democracy and military integration following a civil war to one-party control and the breakdown of civil security following the rise of an alternative opposition. The post-conflict situation within Zimbabwe shows clearly how one faction was able to use their position to dismantle and incorporate opposition groups into a one-party state, despite considerable violence between former allies over seven years. A narrative history of the process and its aftermath provides a valuable insight into how these processes developed and the implications of actions taken during an integration process itself for subsequent political development.

Summary/Abstract |
Outside some well-known movements like Al Qaeda, there is little understanding of how insurgent movements in the Global South gather, process and manage intelligence. This paper is based on fieldwork in Nepal with former members of the Maoist Army. The Maoists fought a secretive insurgency war for ten years, signing a peace agreement in 2006. Fieldwork involved former combatants, intelligence officers and Maoist cadres and analyses the intelligence methodology of the Maoist insurgency, placing this in to the context of Nepal Government operations. The Maoists benefited from poor opponents but they did establish an effective system of intelligence into operations.

Summary/Abstract |
This article explores how transitions produce non-linearity in Sierra Leone’s security and justice programming, as it unfolded from the late 1990s and onwards starting in open conflict. Transitions have received limited detailed analytical consideration in the literature on interventions because they are mundane and inevitable, and therefore taken for granted. However, they definitively condition how programmes evolve. We show that transitions can be seemingly small as well as comprehensive, but commonly have unpredictable, hidden and often unmanageable transformative effects on the trajectory of security and justice programmes. To conceptualize the logic of transitioning, ritual theory – and specifically liminality that is a central component of rites of passage – is used to capture the inherent diffuseness and unpredictability of transitioning. Transitions in programming are liminal moments, ‘neither here nor there’, and as such characterized by ambiguity and indeterminacy. The ambiguity, and importance, of transitions stems from their potency to disturb the direction of programming, requiring the suspension of routine, which internationally funded programming is notoriously ill-suited to deal with. Empirically, the article looks at three types of transitions in Sierra Leone: (1) war to peace; (2) turnover of staff; and (3) elections leading to change of the party in power.
