Negotiations on the establishment of a Middle East zone free of biological, nuclear, and chemical weapons and their means of delivery are now at a critical phase after more than three decades of prenegotiations. This article examines the factors that have impeded negotiations in order to identify the key actors whose mutually reinforcing efforts are essential to its establishment. We argue that current efforts to negotiate a zone free of nuclear weapons and other weapons of mass destruction and their delivery systems (WMDFZ) in the Middle East can learn much from the successful negotiation of other nuclear weapons free zones (NWFZs). Nevertheless, the circumstances in the Middle East are unique and require a more holistic approach. Success here will depend largely on a multidimensional perspective that brings together the energies and insights of a range of state and nonstate actors, not least civil society in the Middle East, where confidence and trust building is too complex and demanding a task to be seen as the preserve of political and geostrategic calculation. Enabling the societies and polities of the region to identify areas of mistrust and misunderstanding across strategic, political, but also cultural and religious divides in order to open up possibilities for dialogue and mutual respect holds the key to creating a favorable negotiating environment.

Europe and its leaders, though they may not fully comprehend the significance of the events that are rapidly unfolding, and whether they like it or not, are key players in the historical process that will shape the geopolitics of the Middle East and Islam's response to the challenge of modernity. This is not say that Europe has it in its power to determine the choices that Iran and the Arab world will make, nor indeed should it attempt to do so. On the other hand, it does have a margin of manoeuvre which, depending on the way it is exercised, may tilt the balance in favour either of the politics of coexistence and cooperation or the politics of confrontation. European choices and capacities will revolve around four questions: How will European policies and attitudes position themselves vis- -vis the Orientalist tendencies of the past? What steps might be taken to clear the backlog of unresolved geopolitical tensions and misunderstandings? Can Europe develop a programmatic approach to regional and international governance which accepts cultural plurality as its foundation stone, even if this should create tensions in the transatlantic relationship? Is Europe disposed to forge a new social compact that accepts Muslims in Europe as European citizens fully engaged in the task of European construction? The article argues that these are not four unrelated questions, each with its own separate logic and modus operandi, but four mutually constitutive policydilemmas that will in large measure reflect and in part shape European efforts to fashion a new identityand sense of place in the world

The last twenty years have seen the emergence of an intriguing postsecular discourse which seeks to remedy the limitations of the secular interpretation of politics. The resurgence of religion in the public sphere, the vociferous articulation of fundamentalist worldviews, and the intensification of conflict within and between religious traditions as well as between religious and secularist dispositions are evidence enough of the need to rethink standard secularist formulations. However, this article argues that postsecularity as a concept raises as many questions as it answers. While it rightly draws our attention to the profound discontinuities of our age, post-secularist thought is too preoccupied with certain specificities of contemporary Western discourse and practice to be able to make sense of the wider challenge-response dynamic that is integral to the current period of transition. This article examines the lacunae of post-secularity and avenues for further development of its insights by reference to four closely interlinked features of a rapidly transforming world order: (a) the transnational character of much religious discourse and practice; (b) the decline of the West and the corresponding shift in the economic and geopolitical centre of gravity; (c) the complex relationship between the resurgence of religion and the wider phenomenon of identity politics; and (d) the emerging dialectic between conflictual and dialogical approaches to cultural and geopolitical pluralism.
