Summary/Abstract As the target commitment period under the Kyoto Protocol nears its end, further measures are under consideration by all the parties to the UNFCCC to have effective emission reduction that will not damage the economy. In order to set a post 2012 emission reduction target, as individual party as player in the clmate game requires others to make comparable commitments for reasons of environmental effectiveness and international competitiveness.

Summary/Abstract The enactment of the Energy Concept by the German Government in 2010 set ambitious targets for the future energy transition in Germany. The most prominent goals include a greenhouse gas (GHG) emission reduction of the economy and an increase in the share of renewable energy in the whole energy sector. Since the long run effects of these policy measures are hard to assess, science-based policy evaluation methods are needed to identify weak points and areas with a need for action. This paper presents the results of the German Energy Reference Forecast with a focus on the electricity sector. It is based on an investment and dispatch model for the European electricity sector over the planning horizon of the ‘Energiewende’ up to 2050, with an emphasis on the time period up to 2030. We find that almost all targets of the German ‘Energiewende’ are not reached, for the case in which no further measures are undertaken. In particular reductions in GHG emissions fall short to the target value. Contrary to the negative results, e.g., regarding GHG-emissions as well as gross electricity consumption, generation from renewable energy sources will exceed the policy's target value.

Summary/Abstract In February 2000, the German Bundestag established a Study Commission on "Sustainable Energy Supplies in View of Globalisation and Liberalisation" (cf. Final Report, 2002). The Commission's Final Report is a contribution made by Germany toward implementing the sustainable development objectives defined in 1992 at the World Summit in Rio de Janeiro (Agenda 21). Despite minority votes of several members of the Study Commission, the main outcomes of the Final Report are worthwhile discussing in other industrial countries. The Commission had been given the mandate to identify "robust, sustainable development paths" for the energy sector for the period up to 2050, which represent a scientific basis for the German parliament's further decision-making in the field of long-term energy policy. The applied backcasting approach showed that an ambitious climate-protection goal-reducing CO2 emissions by 80% by 2050-is technically and economically feasible. The main strategies and instruments for protecting the climate while ensuring a sustainable energy supply are summarised.

Summary/Abstract Climate protection issues are receiving more attention in China. Responding to this survey, 133 environmental and climate protection experts indicated that the government is a key factor in raising awareness of climate protection in China. Experts participating in the survey also referred to the role of the media - in particular social media - NGOs and educational institutions in spreading climate protection awareness. Additionally, interviews were carried out with 40 of the experts, who were grouped into different categories to discover whether there were any striking differences of opinion between experts of different backgrounds. Their assessments revealed few statistically relevant differences, though some are worth noting: Chinese researchers, project managers and representatives of NGOs were more positive than international experts regarding the impact of the Rio+20 conference on climate change discourse in China. Also, the youngest experts with the least international experience evaluated the potential of green volunteer work highest.
