THEDA SKOCPOL and LAWRENCE R. JACOBS assess the policy accomplishments and shortfalls of President Barack Obama since 2009. They highlight the obstacles with which Obama and his political allies have had to contend and challenge commentators who claim that Obama has accomplished little. They explain why conservative and Republican opposition to Obama's presidency has been fierce and unremitting.

| Summary/Abstract |
Presidential election years attract attention to the rhetoric, personalities, and agendas of contending White House aspirants, but these headlines do not reflect the ongoing political shifts that will confront whoever moves into the White House in 2017. Earthquakes and erosions have remade the U.S. political terrain, reconfiguring the ground on which politicians and social groups must maneuver, and it is important to make sure that narrow and short-term analyses do not blind us to this shifting terrain. We draw from research on changes since 2000 in the organizational universes surrounding the Republican and Democratic parties to highlight a major emergent force in U.S. politics: the recently expanded “Koch network” that coordinates big money funders, idea producers, issue advocates, and innovative constituency-building efforts in an ongoing effort to pull the Republican Party and agendas of U.S. politics sharply to the right. We review the major components and evolution of the Koch network and explore how it has reshaped American politics and policy agendas, focusing especially on implications for right-tilted partisan polarization and rising economic inequality.

In the aftermath of a potentially demoralizing 2008 electoral defeat, when the Republican Party seemed widely discredited, the emergence of the Tea Party provided conservative activists with a new identity funded by Republican business elites and reinforced by a network of conservative media sources. Untethered from recent GOP baggage and policy specifics, the Tea Party energized disgruntled white middle-class conservatives and garnered widespread attention, despite stagnant or declining favorability ratings among the general public. As participant observation and interviews with Massachusetts activists reveal, Tea Partiers are not monolithically hostile toward government; they distinguish between programs perceived as going to hard-working contributors to US society like themselves and "handouts" perceived as going to unworthy or freeloading people. During 2010, Tea Party activism reshaped many GOP primaries and enhanced voter turnout, but achieved a mixed record in the November general election. Activism may well continue to influence dynamics in Congress and GOP presidential primaries. Even if the Tea Party eventually subsides, it has undercut Obama's presidency, revitalized conservatism, and pulled the national Republican Party toward the far right.
