The author examines the ideas used to formulate the State Armaments Program (SAP) and the Federal Target Program (FTP) for Defense-Industrial Complex Development and the link existing between them; offers his ideas on changes to be made in the laws and regulations for amendments to be made to the current SAP, and suggests a procedure for decision-making on amendments and an algorithm it could follow.
