Summary/Abstract The hoshu, or conservative, camp has dominated the political scene in post-World War II Japan. Postwar Prime Minister Yoshida Shigeru pulled the hoshu forces together to counter the left-leaning kakushin, or reformist, camp. But the members of the conservative mainstream have not displayed a firm ideological stance. Conservative politicians with strong ideological convictions have found their way blocked, but in some key respects their proposals have been implemented by others after being stripped of their ideological clothing
