Summary/Abstract What impact has the 2004 enlargement had on legislative decision making in the European Union (EU)? This study answers this question by examining the controversies raised by a broad selection of legislative proposals from before and after the 2004 enlargement. The analyses focus on the alignments of decision-making actors found on those controversies. Member State representatives, the European Commission and the European Parliament vary considerably in the positions they take on controversial issues before and after enlargement. Consistent patterns in actor alignments are found for only a minority of controversial issues. To the extent that consistent patterns are found, the most common involve differences in the positions of Northern and Southern Member States and old and new Member States. The North-South alignment was more common in the EU-15 and reflected Northern Member States' preference for low levels of regulatory intervention. The new-old alignment that has been evident in the post-2004 EU reflects new Member States' preference for higher levels of financial subsidies. This study argues that the persistent diversity in actor alignments contributes to the EU's capacity to cope with enlargement.

Summary/Abstract For the past few decades, the increased perception of migration as an issue in Europe resulted in the development of the externalisation of the EU’s migration governance to third countries. EU-Turkey and EU-Libya cooperation frameworks on migration have in this perspective been established in the wake of the 2015 migration crisis and triggered major controversies. The agreements received fierce contestation from non-governmental and international actors, highlighting the poor protection of human rights through this management. This paper analyses the dynamics of politicisation of EU-Turkey and EU-Libya agreements on migration in domestic political discourse. A qualitative comparison between German, French and Polish parliamentary debates constitutes the main empirical basis of this research. The analysis focuses on the different patterns of politicisation with emphasis on contesting arguments. This paper examines members of parliaments’ stances on EU-Turkey and EU-Libya cooperation focusing on humanitarian and securitisation frames. Results demonstrate an uneven process of politicisation in national parliaments dependent on the robustness of parliamentary majority and political parties’ issue positions. Overall, the analysis of discourse on the two agreements clearly illustrates the prioritisation of security over human rights when it comes to migration management.

Summary/Abstract The political compromise and cooperation established in 2014 between Prime Minister Hun Sen’s long-ruling Cambodian People’s Party and opposition leader Sam Rainsy’s Cambodian National Rescue Party (CNRP) continued into 2015, highlighted by electoral reforms in March. However, by mid-year, CNRP criticism of Hun Sen led to a crackdown and the self-imposed exile of Rainsy and other high-ranking members of the opposition.

Summary/Abstract The conflict between Prime Minister Hun Sen’s Cambodian People’s Party and opposition leader Sam Rainsy’s Cambodian National Rescue Party continued throughout 2016, with Rainsy remaining in self-imposed exile in France and the government making numerous arrests of opponents who remained in Cambodia. With the 2018 National Assembly elections on the horizon, Hun Sen appeared to be cracking down on and dividing the opposition in an effort to prevent a repeat of the strong CNRP electoral performance in 2013.

Summary/Abstract Advocates of foreign aid in OECD countries navigate a unique form of politics. The beneficiaries of foreign aid spending have little voice in elite level decision-making about aid commitments from OECD countries. Thus foreign aid spending has a form of politics unlike other areas of policy where there is more direct budget accountability with citizens. Scholarly attention has increased on this unusual domestic politics of aid spending yet there remains little examination of the opportunities, challenges and tensions for aid organisations in advocating to elected officials. This article focuses on the case of Australian foreign aid, and the Australian Aid and Parliament project, an initiative of Save the Children. This initiative facilitates exposure visits to aid recipient countries for Australian parliamentarians. Most aid advocacy projects in OECD countries rely on mobilising citizens of those countries to act as a proxy, advocating on behalf of aid beneficiaries. This project reveals the potential of advocacy efforts that focus on the direct ‘presence’ of aid beneficiaries in the experience of elected officials (from donor countries). Yet it also reveals several challenges, and tensions between advocates, about how aid commitments change, and the most effective role for advocacy groups to play.
