Summary/Abstract |
Although China has acquired new weight in world affairs, its foreign policy is driven primarily by domestic considerations. This is true of China's approach to international norms, where it largely resists the case for humanitarian intervention as accepted by most of the international community. The Chinese government still adheres to the doctrine of non-interference, albeit with some flexibility, when its prestige as a responsible great power may be at stake. Its management of regional security issues is conducted with a wary eye to the intense nationalism evident among the educated young at home. China's deepening economic interdependence with the outside world is raising new problems for China and its main trading partners as their respective societies become more deeply engaged with each other

Summary/Abstract |
China's new assertiveness in the South China Sea has arisen from the growth of its military power, its 'triumphalism' in the wake of the Western financial crisis and its heightened nationalism. The other littoral states of the South China Sea have been troubled by the opacity of Chinese politics and of the process of military decision-making amid a proliferation of apparently separately controlled maritime forces. The more active role being played by the United States in the region, in part as a response to Chinese activism, has troubled Beijing. While most of the ASEAN states have welcomed America as a hedge against growing Chinese power, their economies have become increasingly dependent upon China and they don't want to be a party to any potential conflict between these two giants. The problem is that there is no apparent resolution to what the Chinese call, in effect, these 'indisputable disputes'.

Summary/Abstract |
Chinese maritime assertiveness since 2008 is a product of China's growing economic and military power combined with a centrally fostered nationalism. Although incidents with several maritime neighbours may not have all been initiated by China, the Chinese over-reacted. Matters were made worse by the opacity of Chinese decision-making processes and by problems of governance as shown by the multiplicity of Chinese authorities in charge of separate naval forces. The American 'pivot' to Asia provides neighbours with a hedge against an overbearing China, but they still need to cultivate relations with China on whom they are economically dependent.

Summary/Abstract |
Anniversaries are occasions for celebration and for taking stock of past problems as well as successes as a basis for looking ahead. But it is important to acknowledge first the enormity of the achievements of the People's Republic. The sixtieth anniversary has been marked in Beijing by a display of China's military strength and its wealth. The "sick man" of Asia of a century ago has been transformed into one of the world's economic power-houses. Hundreds of millions of people have been lifted out of poverty. The Chinese economy ranks as the largest in the world. It has become one of the world's greatest trading nations and its influence is growing in every continent. However, in assessing the significance of these sixty years this paper will focus on three themes: history; foreign relations and future prospects.
