Summary/Abstract |
Focusing on Turkish foreign policy in the post-Cold War era, this paper argues that the period can be divided into three distinct phases: an initial wave of foreign policy activism in the immediate post-Cold War context; a new or second wave of foreign policy activism during the Justice and Development Party (Adalet ve Kalk?nma Partisi, AKP) government era with a strong emphasis on Europeanization; and the more recent tension between Europeanization and Euro-Asianism. This paper argues that during the AKP era Turkey maintained considerable continuity in terms of foreign policy activism and a multilateral approach to policymaking. Yet at the same time, a certain discontinuity or rupture can be identified starting in the middle of the first AKP government's reign, signifying a shift from a commitment to deep Europeanization to loose Europeanization along with a parallel shift to a soft Euro-Asianism. Ultimately, the interaction between an intricate set of priorities on the domestic and international fronts will determine the future path of Turkish foreign policy.

Summary/Abstract |
This article attempts to understand the properties, potentials and limits of middle-power activism in a changing global order. Extensive debate on the rise of emerging powers notwithstanding, the potential contributions of emerging middle powers in regional and global governance, and the imminent challenges they face in their struggle for an upgraded status in the hierarchy of world politics, is an understudied issue. This study aims to fill this gap by offering a broad conceptual framework for middle-power activism and testing it with reference to the Turkish case. In this context, the authors aim to address the following questions: What kind of roles can emerging middle powers play in a post-hegemonic international system? What are the dynamics, properties and limitations of emerging middle-power activism in regional and global governance? Based on an extensive study of the Turkish case, the authors’ central thesis is that emerging middle powers can make important contributions to regional and global governance. Their ultimate impact, however, is not inevitable, but depends on a complementary set of conditions, which are outlined in this study.

Summary/Abstract |
This article outlines the main elements of rupture and continuity in the global political economy since the global economic crisis of 2008-2009. While the current calamity poses a more systemic challenge to neoliberal globalization than genetically similar turbulences in the semi-periphery during the 1990s, we find that evidence for its transformative significance remains mixed. Efforts to reform the distressed capitalist models in the North encounter severe resistance, and the broadened multilateralism of the Group of 20 is yet to provide effective global economic governance. Overall, neoliberal globalization looks set to survive, but in a more heterodox and multipolar fashion. Without tighter coordination between old and emerging powers, this new synthesis is unlikely to inspire lasting solutions to pressing global problems such as an unsustainable international financial architecture and the pending environmental catastrophe and may even fail to preserve some modest democratic and developmental gains of the recent past.

Summary/Abstract |
Turkish-European Union (EU) relations in the broader context of the transatlantic alliance have been one of the defining features of Turkish foreign policy in the post-war era. The article identifies elements of the cyclical nature of the relationship and missed opportunities, notably in the 1970s and the early 2000s, which have been costly both to Turkey and the EU. Domestic politics and crises both in Turkey and the EU have played an important role in shaping the long-term dynamics of this complex and mutually important relationship. The emerging post-Western order has contributed to the decline and recent stalemate in Turkey-EU relations. The article probes into the possibilities of a revival in Turkey-EU relations and consider whether the Russian war against Ukraine will create a new opportunity for a revival of the relationship as part of a new wave of enlargement, which was not on the agenda previously.

Summary/Abstract |
The loss of reform momentum and rising authoritarianism during the most recent phase of AKP government indicate that Turkish democracy is in crisis. Although the Gezi protests emerged as a movement from below reacting to the rising authoritarianism of the AKP government, it did not turn into an organised and sustainable movement. Similarly, external anchors or reputational effects are failing to reverse the backsliding of Turkish democracy. The notion of ‘bounded communities’ is a key concept in accounting for the continued dominance of Erdoğan and the AKP in the face of significant pressure for change. Erdoğan’s victory in the August 2014 presidential elections generates both benign and pessimistic scenarios for the future of Turkish democracy.

Summary/Abstract |
Privatisation has been on the policy agenda in Turkey since the mid-1980s. Yet progress was slow throughout the first two decades of the Turkish neoliberal experiment. More recently, however, Turkey has experienced a major privatisation boom in the aftermath of the 2001 crisis. This paper tries to understand the nature of the recent privatisation boom from a political economy perspective and attempts to account for the paradox of the mass or hyper-privatisation experience of Turkey, comparable with Mexico and Argentina in the 1990s. A key concept here is the 'pro-privatization coalition'. An attempt is made to understand how this coalition is progressively strengthened while the power of the anti-privatisation coalition has been undermined in the post-2001 era. An interesting insight in this context concerns the importance of legal and institutional changes which also help to shift the balance from the anti- to the pro-privatization coalition. The final part of the paper aims to study the changing nature of resistance to privatisation by selective references to the opposition to some of the major privatisation deals in Turkey.

Summary/Abstract |
The rise of bric s presents a major challenge to the existing global order. A second category of emerging powers, which may be labelled near- bric s, have also displayed increasing pro-activism in recent years in terms of influencing the regional balance of power politics, in addition to their growing presence in international organisations and global affairs. It is in this context that we aim to examine Turkey as a striking example of a 'near- bric ' power, a country that has adopted an increasingly assertive and independent style of foreign policy with aspirations to establish itself as a major regional actor. Using the Turkish experience as a reference point, this paper aims to understand the extent to which near- bric countries possess the economic capacity, sustainable growth performance and soft-power capabilities needed to establish themselves as significant regional and global actors. The recent Turkish experience clearly highlights both the potential and the limits of regional power activism on the part of emerging powers from the 'global South'.

Summary/Abstract |
The Adalet ve Kalkinma Partisi (AKP), following its third successive electoral victory appears to be far more entrenched than its earlier center-right counterparts in Turkish politics. This article highlights the key political economy fundamentals that have rendered the AKP experience unique within the Turkish context. Accordingly, strong economic performance in context of "regulatory neo-liberalism" helped by a favorable global liquidity environment in the early parts of the decade was a key contributor to the party's continued electoral success. The party also made effective use of a variety of formal and informal redistributive mechanisms, which is referred as "controlled neo-populism" in this article, to enlarge its electoral coalition. Furthermore, the fact that Turkey did not suffer a typical old-style economic crisis in the context of the global turmoil of 2008-2009 was important for the AKP's electoral fortunes. Concomitantly, the AKP government was quite effective in managing the global financial crisis politically and it took advantage of its assertive "new" foreign policy approach. Finally, this study argues that the AKP also benefited from the fragmented opposition.

Summary/Abstract |
The current global political economy is characterised by the intensifying economic interaction of BRICS and ‘near BRICS’ economies, with emerging powers increasing their influence in neighbouring regions. The growing partnership between Turkey and Russia constitutes a useful case study for examining this transformation, in which Western supremacy and US hegemony are under increasing challenge. Turkish–Russian relations shed light on broader themes in global political economy. First, significant economic interdependence may be generated among states with different political outlooks, in the form of loose regional integration schemes driven by bilateral relations between key states and supporting private actors or interests. Second, growing economic interdependence may coexist with continued political conflict and geopolitical rivalry, as indicated by the Syrian and Ukrainian crises. An important strategy that emerges is the tendency to compartmentalise economic issues and geopolitical rivalries in order to avoid negative spill-over effects. This facilitates the coexistence of extensive competition with deepening cooperation, as reflected in relations in the field of energy.

Summary/Abstract |
This article examines the delicate dynamics of the triangle of Turkey-EU-US relations. While acknowledging the role of the United States in promoting close links between Turkey and the EU, this study underlines the limits of American influence on EU decision-making on issues concerning “deep integration.” In this context, the future of this triangular relation depends on the interplay of contending forces in Turkey’s domestic political arena as well as the dynamics of trans-Atlantic relations in the international scene.
