Summary/Abstract |
The defence accounts department has been a pioneer in using automated system since 1931 and even today has a very good automated budgeting and accounting system. However, there are certain gaps in the over all Defence Budgeting and expenditure control mechanism which makes it lacking of reliable and timely receipt and expenditure data for budget planning, monitoring, expenditure control, and reporting.

There have been various cases like that of alleged attacks on South Korean cyber interests (banks) by North Korea, joint targeting of the speculated Iran's nuclear programme by USA and Israel (Stuxnet), Chinese targeting of the networks of India (DRDO computers), USA (as revealed by Mediant Inc.), other European nations and businesses to serve its interests, and Russian targeting of the Estonian computer networks, among others, which indicate to the fact that various nation-states on this arena consider their interests similar to those of the real world.

The writings on the subject of Economic Diplomacy (ED) in the Indian context can be treated in two contrasting, but interrelated aspects through the history. One, India’s economic approach to the historical world order since Independence till the period of economic liberalisation, which coincided with the end of the Cold War. In this period India was largely being seen as one of the developing countries leaders advocating post-colonial just and equitable world order.

Summary/Abstract |
A regional organisation like the Association of South East Asian Nations (ASEAN) is created with an aim to strengthen intra-regional relations and improve cooperation among the nations on various issues where interests appear to be converging with a possible aim, eventually, of regional integration on the model of European Union (EU). A cursory survey of various regional groupings would indicate that their formation, primarily, was guided by geographical considerations, but other categories were later also employed to justify expansion of the organisation beyond the originally declared geographical limits to include extra-regional members, especially if the prospective member happens to be a powerful country like the US or a rising power like India or China. The outcomes of the functioning of all such organisations, however, depend on how powerful member nation or nations steer the happenings of the organisation. This is not to say that comparatively weaker states do not get the benefit from the collective efforts of the member states, the power relations, however, matter in the ultimate analysis.

Summary/Abstract |
Paul Kennedy, the author of The Rise and Fall of the Great Powers in one of his later works, entitled Preparing for the Twenty-First Century has argued that India and China can potentially do harm to themselves and the planet, given their rising population and limited resources. He has urged upon the developed world to “apply its capital, technology and brainpower to help them.” While there may be limitations to this argument, first being a western perspective and then on considerations such as with regards to the extent to which the developed world intends helping India and China, and to what extent India and China are willing to accept the terms, if any, of that help, but one thing that the author has highlighted is of significance. This pertains to the likely ‘conflict of interests’ over common resources and market between the two countries.
