Summary/Abstract Reviews of science and technology are essential to maintain the strength of the Biological Weapons Convention (BWC). The article provides an overview of recent trends in the life sciences and concludes that the emerging post-proliferation context requires a departure from traditional models of biological weapons nonproliferation based on top-down government controls. The evolving circumstances beg instead for a governance system that brings together all stakeholders-science, industry, government, and the public-and broadens as well as deepens the basis for compliance with the safe and responsible conduct and utilization of life sciences research. The article proposes a governance approach to be adopted by the Seventh BWC Review Conference that includes strong stakeholder involvement and a regular and holistic mechanism for science and technology reviews in the future.

Summary/Abstract While the Organisation for the Prohibition of Chemical Weapons (OPCW) prepares for the Third Review Conference of the Chemical Weapons Convention (CWC) in 2013, and as the deadline for completion of the elimination of chemical weapons stockpiles by the States Parties of the CWC passed at the end of April 2012, questions about the future of the OPCW have come to the fore. During its initial decade, much of the OPCW's resources and expertise were devoted to the verification of declared chemical weapons (CW) stockpiles and former CW production facilities, and of their destruction or conversion for permitted purposes. Around three quarters of the OPCW's verification resources have been devoted to these tasks. Although the elimination of declared CW stockpiles will not be completed by 2012 (and there remain several states outside the Convention that are suspected to possess chemical weapons), the intensity in CW destruction and related verification measures will drop considerably in coming years, marking the beginning of a transition of the regime (and its enforcement agency) to one with a different focus and new priorities.

Summary/Abstract Preventing further use of chemical weapons in Syria will be achieved by their elimination rather than punitive airstrikes. Selective airstrikes, as repeatedly threatened by France, the United Kingdom, and the United States, would not have altered the military situation in the civil war, as the Syrian opposition forces and their backers had hoped.The airstrikes would most certainly not have degraded Syria's chemical weapons capacity to the point it would have become useless, and further chemical attacks would have remained a distinct possibility. Targeting chemical weapons storage sites risked releasing toxic clouds affecting combatants and noncombatants alike. Destroying other types of targets would have just added to the tally of conventional weapons casualties
