Summary/Abstract |
A cost-benefit analysis leads to the conclusion that South Korea's search for non-violent responses to the North Korean nuclear issue causes a dilemma for Seoul. It must balance its security policies toward Washington and Pyongyang, and that dilemma can be resolved only when the North Korean nuclear problem, the most critical and the most difficult hurdle, is resolved. In analyzing critical variables that will determine the success or failure of the six-party talks multilateral approach, this article challenges the central tenet of cooperation theories: if a sufficient number of countries collaborate, they can achieve preventive diplomacy. Summary/Abstract |
It is important to recognize how successful the U.S.-ROK Alliance has been for the past sixty years in deterring North Korea from attempting to unify the Korean Peninsula by force. This paper addresses Korea's unique status and examines its strong presence in meeting commitments to the international community. The future will require alliance-based cooperation with international partners to address challenges posed by the proliferation of WMD, which is one among many. In the end, however, the U.S.-ROK Alliance will only grow stronger, enhancing stability and security on the Peninsula.

The Proliferation Security Initiative (PSI) is emerging as a key anti-proliferation platform with a global reach. However, being a US-promoted initiative with a military dimension, the PSI is yet to gain a multilateral character and raises concerns among nations. While backing the further expansion of this initiative, President Barack Obama seeks its institutionalization and cooperative enhancement. India is exhorted to join this initiative as part of the strategic cooperation with the United States. However, India is yet to decide its approach towards the PSI owing to various concerns. This article deciphers the complexities associated with this initiative while also examining the scope for alternative anti-proliferation partnerships.

Summary/Abstract |
The nuclear nonproliferation regime and its essential foundation, the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), are currently under grave stress. The challenges that have plagued the regime since its inception-universal adherence and the pace of disarmament-persist. But new threats raise questions about the effectiveness of the treaty in preventing the spread of nuclear weapons. These include: clandestine pursuit of nuclear weapons by some NPT parties without the knowledge of the international community and the International Atomic Energy Agency in violation of their obligations; the role of non-state actors in proliferation; and renewed interest in the full nuclear fuel cycle, technology necessary to create fissile material for weapons. This article considers recent prominent proposals to address these three threats and assesses them according to their ability to gain legitimacy, a crucial element in strengthening a regime's overall effectiveness.
