The fractured maritime mandate in India and the involvement of multiple agencies and ministries for matters maritime, make it complicated to achieve synergy. The UWR, Goa is a defence facility under the Ministry of Defence, the Ministry of Earth Science in mandated to provide R&D support for ocean related aspects, the we have the Ministry of Shipping and Ministry of Science and Technology as other players. It is known that there are close to 17 agencies and ministries of the Government of India involved in maritime issues. The huge resource and support required for UDA is possible only when all these agencies come together for a long term commitment to enhance our UDA in the IOR. A comprehensive Maritime Strategy formulation with clear focus on UDA is the only way forward to synergise the efforts of all the possible players involved. The Make in India initiative can be leveraged to contribute significantly to the Blue Economy with a clear maritime focus backed with an effective Maritime Strategy translating to enhanced Acoustic Capability in the future.

Summary/Abstract |
The electricity sector is the largest source of greenhouse gas emissions (GHGs) in the U.S. Many states have passed and Congress has considered Renewable Portfolio Standards (RPS), mandates that specific percentages of electricity be generated from renewable resources. We perform a technical and economic assessment and estimate the economic costs and net GHG reductions from a national 25 percent RPS by 2025 relative to coal-based electricity. This policy would reduce GHG emissions by about 670 million metric tons per year, 11 percent of 2008 U.S. emissions. The first 100 million metric tons could be abated for less than $36/metric ton. However, marginal costs climb to $50 for 300 million metric tons and to as much as $70/metric ton to fulfill the RPS. The total economic costs of such a policy are about $35 billion annually. We also examine the cost sensitivity to favorable and unfavorable technology development assumptions. We find that a 25 percent RPS would likely be an economically efficient method for utilities to substantially reduce GHG emissions only under the favorable scenario. These estimates can be compared with other approaches, including increased R&D funding for renewables or deployment of efficiency and/or other low-carbon generation technologies.

Summary/Abstract |
This essay revisits the historical development of a concept – tecnologia social – as one avenue for discussing alternatives to post-development, arguing that the Western-based historical path of technology development is one of the main sources of growing human impoverishment, social inequalities and economic dependency. The concept of tecnologia social points towards political processes that create opportunities to redefine the arrangements among social groups, artefacts and methods used in everyday life, particularly for production and consumption. Because the post-development debate has been criticised for formulating a sound and strong critique to mainstream development but failing to propose concrete empirical alternatives, we seek to foster the debate through the Latin American concept of tecnologia social.

Summary/Abstract |
This paper looks at the technological growth of new car fleet fuel efficiency in the European Union between 1975 and 2015. According to the analysis results, from1975 to 2006 the fuel efficiency technology improvements were largely offset by vehicles' increased weight, engine size, and consumer amenities such as acceleration capacity. After 2006, downsizing in weight and engine capacity was observed in new car fleet, while fuel consumption decreased by 32% between 2006 and 2015. We adopt a statistical method and find that from 1975 to 2015, a 1% increase in weight would result in 0.3 to 0.5% increments in fuel consumption per 100 km, and a 1% reduction in 0–100 km/h acceleration time would increase fuel consumption by about 0.3%. Impacts of other attributes on fuel consumption are also assessed. To meet the European Union's 2021 fuel consumption target, downsizing of cars, as well as at least maintaining fuel efficiency technology growth trend observed between 2005 and 2015, are needed. Government policies on controlling improvement in acceleration performance or promoting alternative fuel vehicles are also important to achieve European Union 2021 target.
