Summary/Abstract On 27 October 2022, the much-awaited Nuclear Posture Review (NPR) of the United States (US) was released in a declassified form, but not as an independent document as it had been issued in the past. It was part of the National Defense Review (NDR) of 2022, as it formed part of a single document comprising the NPR, NDR and The Missile Defense Review (MDR). The NDR of 2022 had assigned four priorities to strengthen America’s deterrence prowess. These priorities are as follows: protecting the homeland, deterring strategic attacks, prevailing in the conflict, and creation of a ‘resilient joint force and defence ecosystem’.

Summary/Abstract Several measures are being initiated by the international community to secure sensitive materials. Al Qaeda's open interest in acquiring nuclear weapons and the rise of terrorist activity in nuclear-armed Pakistan have triggered a global interest in the need to secure nuclear weapons and materials. In April 2010 President Obama invited some key countries and international organisations in Washington to frame a new regime for nuclear security. The emerging regime includes some older initiatives as well as some new mechanisms, and it must address a number of issues. These range from defining nuclear security threats to finding the right kind of institution promoting nuclear security. The enthusiasm for the 2012 Nuclear Security Summit will depend on how the participating countries and the international community deal with these challenges.

Summary/Abstract The international community inside and outside the Conference of Disarmament is underscoring the need for concluding a fissile material cut-off treaty (FMCT). The Indian government, for a long period, has been sponsoring the idea. Notwithstanding the international stagnation, the issue has been instigating periodic debate in India on the Indian approach. The periodic revival of the issue requires that India revisit its policy on fissile material production as well as its approach towards a possible FMCT. This article examines the question: should India's approach to conclude an FMCT be within the UN institutional framework? The new international reality is pushing for a new context, new realignments and a fresh outlook for an FMCT. India should take its own time to support conclusion of an FMCT so that its national interests and security are not adversely affected.
