Summary/Abstract This article applies the “strategic group” concept to Taiwanese entrepreneurs (taishang), who have businesses in both Taiwan and Mainland China, to analyze their political agency in safeguarding their collective interests. Based on extensive fieldwork, the authors look at taishang collective action in both formal and informal settings to assess whether the taishang can be considered a strategic group in contemporary cross-Strait relations.

Summary/Abstract The migration of Taiwanese to the Chinese mainland is one of the most striking features of the deepening interaction and integration across the Taiwan Strait. Among these newcomers, Taiwanese businesspeople (taishang) have long since been considered an important 'linkage community' that profoundly affects the dynamics of cross-Strait relations. However, to what extent can and do they exert political agency in cross-Strait relations? Drawing on recent literature, as well as fieldwork conducted between 2006 and 2009 in Taiwan, the Pearl River Delta (Dongguan), and the Kunshan-Shanghai metropolitan area, this article begins by analysing the political mindset of the taishang, most notably with respect to their understanding of themselves as political actors. It then looks at different dimensions of political agency exercised by the taishang in both China and Taiwan. Since little is known about their strategies to politically safeguard their group-specific interests, the findings and assessments presented here can only be preliminary. Nevertheless, the article contributes to a better understanding of the concept of linkage community and provides a useful foundation for further investigations of the taishang's political role in shaping cross-Strait relations.

Summary/Abstract Since the early reform days and particularly during the Hu-Wen era, the local state has seen remarkable changes triggered by the central government's new focus on rural development and rural-urban integration. The "peasant burden" was reduced by the tax-for-fee reforms in 2002 and the abolition of the agricultural tax in 2006. Fiscal transfers were increased to provide more funding for local governments in order to ensure reasonable public goods provision as well as investment in agricultural modernization and in situ urbanization. At the same time, the performance evaluation of local cadres and government units has been streamlined to enforce stricter compliance with upper level policy guidelines and local governments have been systematically encouraged to engage in policy experimentation and innovation by linking policy success to cadre promotion. However, the local state, at all levels, is still struggling with "un(der)-funded" mandates, rising public demand and, as often reported, social protest. Against this background, this article argues that the concept of local developmentalism can still serve as a useful analytical tool to explain state-business relations at county level and below. The local state has maintained its control over private sector development and entrepreneurial agency by becoming an "interested facilitator" and "enabler" by withdrawing from its position as bureaucratic patron, cadre entrepreneur and corporate agent.

Summary/Abstract This article discusses Taiwan's first combined national elections, held in 2012. Though the Democratic Progressive Party (DPP), the largest opposition party, fared much better in the Legislative Yuan elections than in 2008, DPP presidential contender Tsai Ying-wen's clear defeat at the hands of the Kuomintang incumbent, Ma Ying-jeou in the presidential race came as a surprise. The article examines the election campaigns of both Tsai and Ma, summarizes the election results, and analyzes the reasons why the DPP failed to retake the presidency. It then discusses the postelection developments in the DDP and ponders what can be expected from the second Ma administration.

Summary/Abstract Scholarship on local governance in China in general and on the Chinese policy process in particular has expanded remarkably over the last four decades. Where earlier studies were mostly interested in grasping the dynamics of central-local relations, more specific features like performance evaluation systems or policy implementation processes have come under scholarly scrutiny over the course of time. New theoretical concepts have been introduced to explain phenomena pertaining to local governance, and this research has become ever more specialized. In this state-of-the art review, we trace the trajectories of research on the Chinese policy process in the reform era in two distinct periods before and after the inauguration of current CCP General Secretary Xi Jinping. By drawing on prominent theoretical and conceptual approaches to understanding and assessing the Chinese policy process in these two periods, we highlight the changes and continuities in local policymaking under Xi’s “top-level design.” Although most recent studies indicate increasing top-down centralization in the local Chinese state, it seems that the basic institutional prerequisites of the policy process have hardly been altered. Therefore, most of the older conceptual characterizations of local policymaking still very much hold water. Still, we do conclude by pointing to some so far understudied aspects of local policymaking in China.

Summary/Abstract Many studies put forward the argument that local policy experimentation, a key feature of China's policy process in the Hu Jintao era, has been paralysed by Xi Jinping's (re)centralization of political power – otherwise known as “top-level design.” This narrative suggests that local policymakers have become increasingly risk-averse owing to the anti-corruption campaign and are therefore unwilling to experiment. This article, however, argues that local governments are still expected to innovate with new policy solutions and now will be punished if they do not. By introducing the analytical framework of “experimentation under pressure” and drawing on an analysis of over 3,000 local government regulations and fieldwork data related to foreign investment attraction policies in two localities, Foshan and Ganzhou, the authors highlight new features developing within current experimental policy cycles. Local cadres now have no choice but to experiment as the political risk of shirking the direct command to experiment may be higher than the inherent risk of experimentation itself.

Summary/Abstract In the first part of this article the author comments on Peter Sandby-Thomas' contribution and critically assesses his suggestion to focus on 'legitimation' instead of 'legitimacy' when investigating the Chinese political system. In the second part, the author, in an effort to refine his analytical model to study legitimacy presented in an earlier article published in this journal, argues for combining Eastonian systems analysis and policy analysis, particularly at the local level of the Chinese state. The systematic accumulation of knowledge on local policy implementation with regard to procedure, output effectiveness and public responses, undertaken from an Eastonian perspective, provides China scholars with a fruitful approach to the study of legitimacy even if some methodological pitfalls remain.

Summary/Abstract This article explores the political thinking of Taiwanese business people (taishang) and factory managers (taigan) on the Chinese mainland by drawing on qualitative data gathered between 2006 and 2008 in the Pearl River Delta and the Shanghai/ Kunshan metropolitan area. An ideal type of taishang is constructed to explain the major features of their identification with Taiwan, their perspectives on cross-Strait relations, their integration in Chinese society and their self-assessment as political actors in the shaping of cross-Strait relations. An important finding of this study is that the taishang is a rather apolitical figure who does not see much leeway to develop autonomous political leverage. However, this may change gradually as cross-Strait relations have eased significantly since the Kuomintang (KMT) (Guomindang) came to power in mid-2008 and the governments in Beijing and Taibei have experienced a rapprochement.

Summary/Abstract China scholars have consistently described China’s private entrepreneurs as politically co-opted by the Communist Party regime. Since China’s economic development now overwhelmingly depends on the performance of the private sector, the political dynamics and power confi gurations within the current regime coalition between state and business may have seen change over the past decade. Drawing on the recent literature on state-business relations and fi eldwork conducted in diff erent provinces, cities, and counties since 2012, this paper hypothesizes that private entrepreneurs are a “strategic group” in Chinese politics. By working through the multidimensional networks that crisscross diff erent party-state units, administrative levels, and formal institutions such as business associations and local parliamentary bodies all over the country, private entrepreneurs act collectively, albeit in (as yet) uncoordinated ways. By looking closely at the evolving governmentbusiness nexus in China’s local state, this article sheds new light on private entrepreneurs’ strategic action in China’s political system and highlights that private entrepreneurs are increasingly infl uential within the existing regime coalition.

Summary/Abstract Models, pilots and experiments are considered distinctive features of the Chinese policy process. However, empirical studies on local modelling practices are rare. This article analyses the ways in which three rural counties in three different provinces engage in strategies of modelling and piloting to implement the central government's "Building a New Socialist Countryside" (shehuizhuyi xinnongcun jianshe) programme. It explains how county and township governments apply these strategies and to what effect. It also highlights the scope and limitations of local models and pilots as useful mechanisms for spurring national development. The authors plead for a fresh look at local modelling practices, arguing that these can tell us much about the realities of governance in rural China today.

Summary/Abstract Though it is important that future research on village elections focuses more systematically on the post-election period than on ongoing electoral institutionalization, it is not enough to look at the village level alone if one wants to assess the quality of village governance. What we need is a more comprehensive framework that includes an analysis of election procedures, cadre behaviour, villager awareness, and the larger cultural context, which would connect the village, township and county levels and shift attention toward legitimacy rather than 'democracy'.

Summary/Abstract The study of Taiwanese entrepreneurs who live and invest on the Chinese mainland (Taishang) has only recently started to attract attention. Taishang have been referred to as a “linkage community” that connects Taiwan and the Chinese mainland through its economic undertakings, political influence, and social experiences as a migrant community. Against this background, this article clarifies the extent to which Taishang have contributed to and shaped the ongoing process of cross-strait interaction and the development of cross-strait policies. It revisits the field of Taishang studies, takes stock of the knowledge that this field has generated so far, and explores future directions for meaningful research.
