Summary/Abstract |
Germany's role in Operation Allied Force has been described as a watershed in its foreign policy. It remains perhaps the pinnacle of Germany's security and defence policy transition after the Cold War. Germany's participation in Operation Allied Force was the first aggressive use of force by the Bundeswehr since the Second World War and, remarkably, was undertaken without a United Nations Security Council mandate. The deployment of German forces in 1999 suggested that German reluctance to burden-share in crisis management alongside NATO allies had been overcome. Yet Germany remains a cautious actor when it comes to the deployment of offensive military force. In this regard, Germany has maintained a considerable degree of continuity in its foreign and security policy after unification, a theme which this article will outline.

Summary/Abstract |
Analysis of narrative can help identify the expectations actors hold about each other in international relations. This article triangulates a mix of elite interviews, media content analysis and an original Q-sort public opinion methodology to map the presence of narratives about EU relations among young Israelis and Palestinians. Our aim is not to explain the effects of EU public diplomacy in these countries. Instead we aim to identify the narrative “terrain” or conditions that the EU communicates to and with and, drawing on feminist and everyday narrative studies, to examine the role of affect and identity to explain why some narratives are more “sticky” than others in those societies. We find, first, a broad recognition that the EU’s capacity to act in international relations is necessary but limited in the face of greater challenges in the international system, and indeed, within the EU itself. We find, second, little evidence that young people radically reshape the narratives they encounter in their public spheres, but nevertheless some important divisions emerge that pose problems for how EU policymakers can communicate consistently without dismaying some citizens in third countries.

Summary/Abstract |
This article explores the role of visuality and narrative in the forging of the 2015 nuclear deal between Iran and the United Nations Security Council P5 + 1. We advance strategic narrative theory by explaining how narrative alignment between longstanding antagonists can occur through protagonists’ coordination of communication – a methodology of orchestration – across public and private spaces of diplomacy. Analysis of news, policy and social media materials as well as interviews with protagonists allows us to trace the gestures and performances through which actors sought to reinforce or overcome an identity narrative of Iran as untrustworthy and dangerous. We draw on Foucault’s concept of alethurgy to show how verification mechanisms were constructed to ensure Iran’s actions (if not its intentions) could be brought into public view. US and Iranian leaders’ political will was significant, and sanctions and sabotage exerted considerable pressure on Iran. This article demonstrates how communication can enable alignment and peace-making rather than confusion and conflict in world affairs.
