Summary/Abstract The 21st century has witnessed increasing dissatisfaction with existing democratic institutions and processes and the growth of alternatives to representative democracy. At the same time arguments are emerging that conventional standards for evaluating democracy are ‘out of touch’ with current realities; in particular, with popular understandings, experiences and aspirations of what democracy should look like. This paper draws on empirical research in Caracas, Venezuela into how Venezuelan people understand democracy, in order to build a case that current evaluatory benchmarks are inadequate for understanding complex processes of social change based on more direct and participatory forms of democratic engagement.

Summary/Abstract In the 2020 general election, the National League for Democracy (NLD) won 920 of the total 1,117 seats, which was upped by 61 seats from its win in the 2015 election. The main opposition party, the Union Solidarity and Development Party (USDP), won 71 seats, down 46 from the 2015 election when it won 117 seats. The election result gave a strong mandate to the NLD for another five years. On the other hand, the USDP accused the NLD of engaging in electoral fraud including the buying of votes, and called for fresh elections in coordination with the military. Following a complaint from its proxy party, the USDP, the military initially said it would conduct an investigation in 218 townships where the military personnel and their family members cast their votes, which it expanded to 314 townships in all states and regions across the country; this finally led to the declaration of a state of emergency rule (the military coup) on 1 February 2021. Ethnic parties also alleged that the NLD government made certain pre-poll decisions that disadvantaged the ethnic minorities. This paper analyzes the electoral process and its outcome in an attempt to understand whether the election led to the deepening of democracy or the widening of division in the country's democratization process.

Summary/Abstract This paper examines the political developments around the Anna Hazare-led anti-corruption movement that escalated in India through most of 2011. Although the overtone of the movement was primarily about corruption, my aim in this paper is to explore the debates regarding democracy that the movement unleashed. The accounts that this paper draws on focus on the tension and competition that arose during the anti-corruption movement amongst two civil society groups – ‘Team Anna’ and the National Campaign for the People’s Right to Information – regarding the meaning and practice of democracy. I argue that this conflict reflects a broader tension deeply rooted in democratic debates in India, traceable to the early nationalist debates during the anti-colonial Independence movement. These findings suggest that conflict and competition are crucial ingredients of democratic debate, contributing to the sustenance and enrichment of the idea of democracy. This argument is particularly timely, for it helps us to understand the rise to power of the Aam Aadmi Party.

Summary/Abstract Al-Wefaq's complex nature led to ambiguity over the relationship between religion and politics and over the balance between Islamic ecumenism and sectarianism. While the Shici uprising presented a national and democratic agenda, questions remain over the party's full commitment to democracy and its loyalty to the national framework in the current regional turmoil with the empowerment of Shicis and disintegration of nation-states. There could be a discrepancy between the declared aims of an oppositional movement and its actions once it assumes power. The problematic legacy of minority–majority relations in Bahrain, the country's political culture and the difficult example of post-2003 Iraq, are further barriers to advancing full democracy. If the Shici majority gains power the party may become less democratic and more sectarian. Yet, it will also have much to lose given Bahrain's strategic alliance with the US and its position as a financial services hub in the region.

Summary/Abstract IN HIS inaugural address, Donald Trump vowed to shun globalism and follow a policy of America First. “We do not seek to impose our way of life on anyone,” Trump said, “but rather to let it shine as an example. We will shine for everyone to follow.” His statement captured the division over American foreign policy since the founding of the republic, though it may be wondered whether Trump himself is closely acquainted with this divide. He has, after all, declared his unfamiliarity with the tenebrous origins of America First, which was once the rallying cry of a motley crew of isolationists and anti-Semites who opposed American entry into World War II. Trump’s embrace of the slogan, however, has revived a fundamental question that Americans have confronted since the founding. Should the United States intervene abroad to promote liberty and prosperity? Or should it look inward, focusing on rebuilding at home?

Summary/Abstract Under what conditions are presidents more likely to remove senior defense officials from office? Using a novel data set of all senior U.S. defense officials, both civilian and uniformed military from 1947 to 2021, this article explores whether anticipated support in Congress, partisan factors, or institutional protections for the military affect observed patterns of removal for defense officials. The results suggest that presidents are more likely to remove their own appointees (or their co-partisans’ appointees), but provide little evidence that presidents premise removal on anticipated partisan support for a replacement nominee in Congress. Moreover, the results suggest that military officials may have some insulation from politicization by strong forms of removal, though that protection may weaken an important aspect of civilian control of the military, the threat of punishment by removal, raising profound questions for how civilian control endures.

Summary/Abstract The Milli Görüş political Islamic movement and the first political parties under its banner were founded and dominated by the Naqshbandis. Numerous scholars have so far suggested that political participation has led these groups to transform and moderate their former Islamist views over time. This study examines this possibility by scrutinising how Naqshbandi and Milli Görüş leadership perceive the state, essential political institutions such as the legislature, political parties, opposition, elections, and independent media, together with some defining issues in Islam such as jihad, excommunication, and al-wala’ wa-lbara’ (loyalty and disavowal). In particular, the study seeks to uncover how the Naqshbandi theological background has been turned into a political Islamist ideology through the influence of two important Naqshbandi shaykhs, Mehmed Zahid Kotku (1952–1980) and Mahmud Es’ad Coşan (1980–2001), and two leading Naqshbandi-affiliated Milli Görüş leaders Necmettin Erbakan and R. Tayyip Erdoğan to reveal if/to what extent Islamists’ participation in politics has transformed their Islamist views. As a methodology, content analysis and political discourse analysis have been used. The findings demonstrate a continuity of Islamist Naqshbandi thought in Milli Görüş leadership and that political participation has neither ‘democratised’ nor ‘moderated’ these parties and their radical Islamist thoughts.

Summary/Abstract The universal nature of conscription ties or anchors broad segments of society to the military. What happens to societal anchoring after the draft ends? Using in-depth interviews with two groups of elites, this article explores factors that promote and hinder the Swedish Military’s societal anchoring post-conscription. The first group consisted of 18 executives at the Swedish Armed Forces (SAF) headquarters with strategic positions in relation to societal anchoring. The second group consisted of 15 representatives from the corresponding political level: members of the parliamentary Committee on Defense and their officials. The interviews were semistructured and analyzed according to a grounded theory-inspired approach. Main themes concerning obstacles were the public’s low interest and dated knowledge, an unclear political debate resulting in vague expectations concerning the SAF, as well as unclear responsibility for informing the public, and confidence gaps between the military and the political elite.

Summary/Abstract Eliminating corruption is seen as a practice that supports democratic governance. We argue, however, that particular anticorruption politics in contemporary India can damage the project of democratic deepening, because elites often deploy these politics against the representation of the marginalized. Anticorruption politics can subvert democratic deepening by challenging as corrupt the means by which the parties of the marginalized mobilize resources to compete in elections and by selectively targeting lower-caste political leaders for indictment on corruption charges within an overall discriminatory politics of deservedness. Anticorruption governance by parties in power seriously hinders the provision of welfare to the poor because of the technocratic and centralizing character of the governance reforms. We argue overall that while corruption is indeed damaging to democracy, elite anticorruption politics can also represent a significant barrier to democratic deepening and welfare.
