Summary/Abstract Myanmar has made an overt move from a de facto multiple exchange rate system to a managed floating exchange system, but the impact of reform of the foreign exchange market on the economy remains unclear. While reform measures have alleviated segmentation within the foreign exchange market, they have not completely driven out transactions that take place within a pre-existing parallel market. Such transactions may be cost efficient for individual firms, but could hinder the development of the financial sector.

Summary/Abstract The Nigeria Power sector reform was performed between the year 2010 and 2013 but it has undoubtedly been adjudged unsuccessful by most stakeholders. The failure of the reform is evidenced by a myriad of seemingly insurmountable economic, institutional, technical, financial and socio-political challenges exacerbated by the recent macroeconomic crisis. This paper performs a comparative analysis of the Nigeria reform with the “Standard model” of electricity reform to understand the root cause of the reform failures while taking cognizance of the starting conditions of Nigeria. Our result reveals that incomplete privatization coupled with the horizontal integration of the transmission and network operations, the underdeveloped gas supply infrastructure network and the ineffective/weak regulatory framework as the root problems. Thereafter, we recommended strengthening the regulatory framework as a good starting point to resolve sectoral problems. We argued that, considering the depth of the regulatory concerns, strengthening the framework will resolve the problems of investment, access and pricing and improve the overall sectoral performance (ex-post). Furthermore, we recommended the need for a workable market design and regulatory framework for decentralized solar PV generation and integration that is adaptable and nicely fits with a strengthened centralized generation framework.

Summary/Abstract In this study, I analyse the historical origins of China’s distinctive tiered economy by employing the analytic framework of a complex adaptive system to examine how the process of change involves selection, interaction among elements, and variation in types, which ultimately lead to adaptation. I argue that the rise of China’s tiered economy can be traced back to the Mao era and that it was enhanced throughout Deng’s economic reforms. To elaborate on this argument, I first describe how Mao’s invisible hand planted the seeds of the tiered economy. Selection at the strategy level and the resulting variation are examined as Mao’s adaptive tactics for nurturing the industrial sector. This mechanism of selection was also maintained to partially embrace market forces in Deng’s early era of reform. I then closely examine how Deng’s vision of the socialist market economy provided the party-state with raw materials for adaptation, deepening its tiered economy.

Summary/Abstract China's electricity demand has grown rapidly over only two decades and is currently the largest in the world. This was largely owing to a framework of regulation in which governments regulated prices and quantities, and there was ample incentive for investment. As the growth in electricity demand has slowed and the use of renewable energy has been impeded by integration-related challenges, China has embarked on a new round of power sector reform, with a focus on market construction. Considering four years of market experiments at the provincial level, we review the backgrounds and goals of the reforms, as well as the current progress toward meeting the initial targets. Then, we discuss the key challenges to be overcome to achieve complete implementation of the reforms, with special emphasis on the system of dispatch. We recommend that China's reforms, in order to achieve the goal of market-based competition, must embrace short-term markets, a greater role for independent regulation, compatibility with renewable energy, and inter-provincial coordination.

Summary/Abstract After more than three decades of rapid growth, China's economy is going through an important turning point, where structural imbalances in both supply and demand sides must be addressed for a more moderate and sustainable growth path. By focusing on the structural changes to its ownership, a central element in China's economic transformation under market reform, the present paper highlights the importance of private entrepreneurship in deepening market reform and, thereby, in driving economic growth in a more efficient and sustainable way. Based on a perspective of resource allocation and a conceptual framework of entrepreneurship, the paper elaborates on the evolution of the private sector and its performance in the context of ownership reform, making comparisons with the performance of the state sector. The analysis suggests that there is further room for more productive use of economic resources, especially capital, land and natural resources, by increasing the participation of private entrepreneurs in industries with high entry barriers in favor of state-owned enterprises. Moreover, more competitive and equal access to productive resources through reform is needed to promote more productive entrepreneurship and to reduce rent-seeking activities.

Summary/Abstract China needs to reduce its carbon emissions if global climate change mitigation is to succeed. Conventional economic analysis views cutting emissions as a cost, creating a collective action problem. However, decarbonization can improve productivity and provide co-benefits that accord with multiple national policy objectives. We track China's progress in reducing the emissions intensity of the economy, and construct a macro scenario with China's carbon emissions peaking in the 2020s. Investment in greater energy productivity and economic restructuring away from heavy industries can bring productivity gains, and decarbonization of energy supply has important co-benefits for air pollution and energy security. Combined with lower climate change risks and the likelihood that China's actions will influence other countries, this suggests that cutting carbon emissions is not only in China's self-interest but also in the global interest. To properly identify the true costs and benefits of climate change action requires new thinking in economic analysis.

Summary/Abstract In post-Mao China, a group of Chinese intellectuals who formed what became the New Left (新左派) sought to renew socialism in China in a context of globalization and the rise of social inequalities they associated with neo-liberalism. As they saw it, China’s market reform and opening to the world had not brought greater equality and prosperity for all Chinese citizens. As part of China Information’s research dialogue on the intellectual public sphere in China, this article provides a historical survey of the development of the contemporary Chinese New Left, exploring the range of ideas that characterized this intellectual movement. It takes as its focus four of the most prominent New Left figures and their positions in the ongoing debate about China’s future: Wang Shaoguang, Cui Zhiyuan, Wang Hui, and Gan Yang.
