My opinion has not changed-although my explanation might-and this is an issue that continues to plague the armed forces. The Navy has even embraced sub-themes for Sexual Assault Awareness Month (SAAM); for the first half of April, the message is "Live Our Values." That was my intended meaning: Sexual assault is contrary to our core values.
My friend's criticism was part of a cordial, yet emotionally driven discussion, and it was enlightening. It was accompanied by the story of a young sailor who faced blatant sexual harassment from her leading petty officer.
That sailor was subjected to repeated inappropriate comments in public, and more graphic comments in smaller groups. These remarks were overheard by a chief petty officer who asked the junior sailor if she wanted him to talk to the petty officer. Harassment and assault are two very different things, but a lax attitude toward the former diminishes an atmosphere of respect, the overarching theme of SAAM 2014.

Recent developments in Chinese politics and defense policy indicate that China will soon embark on an ambitious maritime policy that will include construction of a power-projection navy centered on an aircraft carrier. But just as nationalism and the pursuit of status encouraged past land powers to seek great power maritime capabilities, widespread nationalism, growing social instability, and the leadership's concern for its political legitimacy drive China's naval ambition. China's maritime power, however, will be limited by the constraints experienced by all land powers: enduring challenges to Chinese territorial security and a corresponding commitment to a large ground force capability will constrain China's naval capabilities and its potential challenge to U.S. maritime security. Nonetheless, China's naval nationalism will challenge U.S.-China cooperation. It will likely elicit increased U.S. naval spending and deployments, as well as politicization of China policy in the United States, challenging the United States to develop policy to manage U.S.-China naval competition to allow for continued political cooperation.

This article reproduces the address given at the formal September 2007
launch of the Corbett Centre for Maritime Policy Studies. It explores the
challenges of promoting an ethos that must be closely tied to the society
from which the Royal Navy recruits but which must also be in some ways
distinct, due to the unique warfighting role of the armed forces. This ethos
is central to the Royal Navy's ability to perform its required roles in Afghanistan
and Iraq, as well as in its other, widely ranging responsibilities ranging
from warfighting to peace support and humanitarian operations. The
central elements of this ethos are moral and physical courage, teamwork
and, in particular, leadership
