Summary/Abstract Relying on fieldwork conducted in two provinces, this article provides a systemic study of China's Government Work Reports (GWRs), examining their function, format, how they are formulated and implemented, their content and their research values. Whilst the existing literature mostly focuses on central government reports, this research integrates GWRs from all administrative levels. I argue that over time, the GWRs have developed into a highly institutionalized nationwide system with two important aspects – local elites’ autonomy in setting work agendas, and their compliance with central government policy priorities. Additionally, my study shows that by using quantifiable targets and celebrating achievements framed in concrete statistics, the GWRs help to sustain the legitimacy of the party-state. Finally, my study finds GWRs to be a versatile scholarly resource that can be used for various research interests and methods.

Summary/Abstract This paper investigates how Beijing governs its two special administrative regions (SARs) of Hong Kong and Macau through leverages on their local autonomy. First, a conceptual analysis of local autonomy will be provided. Local autonomy is more than a zero-sum game between the central and local authorities over how much power should be granted or taken from the local authorities; it also concerns the space for cultural expression and the use of local customs in public administration. Second, the degree of local autonomy in Hong Kong and Macau will be critically examined. On paper, both SAR governments are able to freely make decisions on a wide range of policies. In practice, however, Beijing has the absolute authority to override the decisions of Hong Kong and Macau. It is argued that the autonomy in cultural expression can compensate for the institutional constraints on the two SARs' decision- making power and is thus able to alleviate public discontent - as long as the constraints do not conflict with the people's core values and ways of life.

Summary/Abstract Despite many institutional features being changed during the post-communist transition, the regional administration in Romania witnessed a very limited change in post-communist times. Although it was a total political failure, the recent reshaping of the regional administration triggered a vivid public and scholarly interest on the matter. The purpose of the article is to shed new light on political constraints operating when it comes to reshaping regional design in Romania. Whereas official arguments pointed towards the necessity to address EU conditionality, the reshape was more likely underpinned by the government’s attempt to gain electoral advantages in the local elections scheduled for 2012. The decisive opposition made to the project by the Democratic Alliance of Hungarians in Romania (Uniunea Democrată a Maghiarilor din Romania) reveals the importance that ethnic factors have played in this context.
