Summary/Abstract |
The article analyses military change in the context of the Indian Army, with specific focus on organisational innovation and change. In doing so, it analyses two case studies: restructuring of the army after the Sino-Indian War of 1962; and mechanisation based on the 1975 expert committee recommendations. On the basis of these case studies, the article assesses the drivers and desirables for organisational change in the Indian Army, with the further aim of deriving policy recommendations which are especially apt in light of the ongoing transformation of the army. It identifies operational environment and technology as the principle drivers for change, with doctrine and strategic culture having a limited impact. It further concludes that successful change requires long-term strategic assessment, supportive political leadership, visionary and committed military leadership, strong institutional structures and follow-up action.

Summary/Abstract |
The Indian Army is in the process of a transformative effort, envisaging changes not only at the apex level, within the Army Headquarters, but also in the field, with the concept of Integrated Battle Groups likely to be implemented soon. The past record of major changes within the army suggests an incremental approach, and also disconnect between doctrinal thought and restructuring. The only exception were the changes post the 1975 military reforms. With the Land Warfare Doctrine suggesting the future direction of the army’s war fighting priorities, can the ongoing effort at transformation succeed? This will be influenced by the ability to adapt to the changing character of war and by re-prioritising change in light of budgetary realities that are likely to remain consistent into the future. Most importantly, even as structures are created, it is the organisational culture that must drive the transformation for real change to happen.

Summary/Abstract |
The year 2011 was characterized by relative peace in the Kashmir Valley, especially when compared with the previous three years. A study undertaken on behalf of the Ministry of Home Affairs provides empirical indicators of the mood of the youth in six districts of the Valley. The study substantiates certain existing assessments based on environmental realities; however, it also raises other issues which come as a surprise to most. This article analyses five of these factors from a security perspective, based on the details that have emerged and other independent assessments. These are dovetailed to create a possible scenario which, along with the assessments, becomes the basis of policy recommendations. This is aimed at reinforcing previous successes and arresting disturbing trends in the state.

Summary/Abstract |
Morals, ethics and motivation are the bedrock of the Indian Army, since it is considered more than a profession: a way of life. These qualities are put to test under most conditions of soldiering; however, there cannot be a more difficult environment than involvement of an army in protracted counter-insurgency (CI) operations. The conditions faced pose peculiar challenges, which force a soldier to adapt. This adaptation can potentially become a morally corrupting influence unless the ethical standards of a force and its moral bearings continue to guide actions. This is also an important determinant for leading a motivated army in such operations. This article assesses the circumstances and peculiarities of CI operations, the linkage between morals, ethics and motivation, impact of poor implementation of these values, and the measures to sustain a high-value system. Finally, it analyses the impact of these factors on the realities of CI operations.

Summary/Abstract |
Terrorism finance (TF) has been termed as the life blood of terrorism, one of the most important factors sustaining its continuing threat, both from within and without. In the West, a large body of work on the subject appeared after 9/11; in the Indian context, however, there is little contribution towards existing literature. This article contextualizes the reality of terrorism finance in India and provides an alternative framework for a better understanding of this threat. It analyses both the external and internal sources of terror finance and emerging trends in the country in order to provide a better understanding of the nature of threat, as a prelude to countering it at the policy formulation level. It also reinforces the findings through a case study of the United National Liberation Front, a terrorist group in North-East India.
