Summary/Abstract |
How are regional organizations responding to the emergence of non-traditional security (NTS) challenges? Are they engaging in more cooperative efforts to meet new threats? Or, on the contrary, do they react in different manners according to their distinctive values, principles and internal structures? This article attempts to investigate how the threats posed by NTS are compelling different regional organizations to reconsider their security thinking and to find new innovative ways of cooperation. This is done by comparing two diverse regional organizations, the EU and the Association of Southeast Asian Nations (ASEAN), whose models of security cooperation have significantly varied reflecting the preference for different security approaches. The EU's security system has been more formalized and institutionalized; conversely, the "ASEAN way" has traditionally been rooted in the principles of informality and consensus. It is argued, however, that the emergence of NTS threats is acting as a catalyst behind a normative and operational shift of the modus operandi of both organizations. In so doing, this empirical analysis will try to shed light on the effects of exogenous factors on the emergence of patterns of convergence within the security sphere of distinctive regional processes.

This article takes the proposition that cooperation in the area of non-traditional security (NTS) can provide the essential window of opportunity for Northeast Asians to move beyond history. To demonstrate, it explores the development of NTS cooperation in Northeast Asia, paying particular attention to Sino-Japanese cooperation in the environmental and disaster areas. It then examines the relationship between NTS cooperation and the construction of a regional international society in Northeast Asia. It argues that the importance of NTS cooperation is twofold. First, in a region where historical animosities remain high, NTS issues can avoid sensitive areas and find common ground for cooperation that traditional security approaches would be unable to envisage. Second, NTS cooperation has turned people-to-people relations in a more prominent and conciliatory direction, and enhanced human security consideration, thus taking things further than the indirect consequences of functionalism.

Maritime security in the Indian Ocean Region (IOR) is a central issue for regional and extra-regional actors. Traditional and non-traditional security challenges largely converge at sea as they impact economic, environmental, energy, human, food and national security. As the major regional power and an emerging Asian great power, India's willingness and capacity to provide strategic leadership is critical to engendering a cooperative spirit of shared destiny. India's growing naval capabilities indicate a strong commitment to maritime security. However, its strategic policy ambiguity and lack of transparency undermines trust and confidence. Allegations of civil-military dissonance and the lack of political will for reform raises questions about strategic competence. India's willingness and capacity for cooperative regional security leadership presents regional risks. The new Indian government is presented with significant challenges to reform domestic politico-bureaucratic-military arrangements in order to enhance external and internal consistency and credibility, and improve openness and coherency.

South Asia has emerged as a major challenge in dealing with COVID-19 virus in terms of its demographics, economy, social values, political ambition and geographical location. The pandemic viewed through the prism of non-traditional security (NTS) threat presents new challenges and demands reworking of conventional governance mechanisms. India is the South Asian hegemon, and China is the single largest immediate neighbour with expansionist ambition in the region. Two most populous countries—one has been the epicentre of the virus, while the other is one of the most widely affected. Their public health and governance trajectory during the pandemic and their health diplomacy in the region have overtures for security architecture of South Asia in post-COVID-19 world. A lone statist approach and legal–institutional officialdom fail to appreciate the instrumentalities of an unconventional security threat like COVID-19. This calls for a more inclusive and comprehensive approach to deal with NTS threat, in general, and epidemiological disease, in particular. This by no means indicating a retreat of the state rather a proactive role in articulating interests of more inclusive categories and, in doing so, the state consolidates its role of governance and becomes a significant point of integration.

The international security literature has recently observed the growing "securitization" of issues outside the traditional concern with interstate military conflict. However, this literature offers only limited explanations of this tendency and largely neglects to explain how the new security issues are actually governed in practice, despite apparent "securitization" leading to divergent outcomes across time and space. We argue that the rise of non-traditional security should be conceptualized not simply as the discursive identification of new threats but as part of a deep-seated historical transformation in the scale of state institutions and activities, notably the rise of regulatory forms of statehood and the relativization of scales of governance. The most salient feature of the politics of non-traditional security lies in key actors' efforts to rescale the governance of particular issues from the national level to a variety of new spatial and territorial arenas and, in so doing, transform state apparatuses. The governance that actually emerges in practice can be understood as an outcome of conflicts between these actors and those resisting their rescaling attempts. The argument is illustrated with a case study of environmental security governance in Southeast Asia.
