It has also possessed a kind of a "home" element, which lent it a special color, giving ministry officials greater possibilities, as it were, for "freedom of expression.

Summary/Abstract A COMPREHENSIVE AND OBJECTIVE ANALYSIS of the political significance of the new Russian-U.S. strategic arms reduction treaty ought to be based on the understanding that this agreement means much more to the Russian Federation than just another disarmament project. We worked consistently to align the treaty with Russia's conceptual approaches toward international security cooperation. It is in the context of these approaches that the document, signed on April 8 of this year in Prague, should be considered. In this connection it would be logical to start off with an overview of the foreign policy philosophy underlying the Russian efforts in the security sphere, including the New START Treaty.

Summary/Abstract The Caucasus crisis and the global financial and economic crisis have both contributed to drawing a line under the 20 year period since the downfall of the Berlin Wall and the collapse of the Soviet Union. They put an end to the policy that has been pursued by inertia all these years, in particular in the vein of the old political and psychological thrust to "contain" Russia. Some of our partners in the West, although far from all of them, acted in the spirit of the notorious triumphalism that claimed victory in the Cold War and anticipated a kind of Western-style "world revolution." It was precisely this inertia that prevented people from perceiving the Cold War as completely over: for many the Cold War continued at an ideological level as a virtual project of certain forces that proclaimed "the end of history" and "a one polar world" and tried to translate it all into a very specific and practical policy.

Medvedev will meet with the leaders of the Association of Southeast Asian Nations - Brunei, Vietnam, Indonesia, Cambodia, Laos, Malaysia, Myanmar, Singapore, Thailand, and the Philippines - on October 30 in Hanoi. Our heads of state and government will assess the status of Russia-ASEAN partnership, outline prospects for its future development, and discuss ways of building a better security and cooperation architecture in the Asia Pacific region. In other words, it will be a full-fledged summit meeting, a true strategic dialogue at the top level. And this is only natural. After all, it involves important global and regional political players, two powerful economic growth centers, significant partners who can and should do a great deal together.

Summary/Abstract We really live in a world of profound changes, and this is not a figure of speech but a concrete reality. As it often happens in history, these changes are developing not according to someone's scenario but sometimes even despite experts' estimates and forecasts. Suffice it to say that the globalization process has taken a turn quite different from that anticipated by its adepts twenty years ago. It was believed then that after the breakup of the Soviet Union and the socialist system the developed Western countries and large corporations would freely spread their influence around the world and that the liberal-democratic system would be the only beacon for all peoples "lagging behind." In reality, however, many developing countries have largely benefited from the globalization, as they have created modern industries and significantly improved the well-being of their populations, whereas developed countries have gone through the processes of de-industrialization, reduction of the middle class and growing social stratification.

Summary/Abstract S. Lavrov: There are a few basic parameters for evaluation of the current international situation that are generally accepted by all who are trying to seriously comprehend the world tendencies. First, we are currently experiencing a period of transition, which essentially could mean another era change. President Vladimir Putin gave special emphasis to this thesis in his speech at the Russian ambassadors and permanent representatives meeting in July. Profound changes are underway in the international landscape, attended by disturbances in the economy, politics, and international relations in general. Second, the historical processes continue to gather speed. We see it also in the acceleration of the deep-going, as is customary to say, tectonic shifts, in the global redistribution of power and influence and in the rapid developments in the Middle East and North Africa, as well as in some other parts of the world. Thirdly, it is already becoming obvious that in the 21st century international relations are moving in the direction of becoming a polycentric system. Hence no single state, however powerful, will be able to determine the world's fate, nor will the opposing military-political blocs, as was the case during the Cold War, or even a narrow concert of "chosen" countries and centers of global influence. The point is to build a just, democratic and stable, ideally - a self-regulating system of international relations.

Summary/Abstract There are different opinions, and doubts too, as to whether Russia assesses the international situation and its position in the world soberly enough. This is an echo of never-ending disputes between pro-Western liberals and the advocates of one's own unique path. There are also people, both inside and outside the country, who believe that Russia is doomed to constantly fall behind and catch up, or adapt to the rules invented by others, and therefore cannot claim a rightful role in international affairs. Let me offer some thoughts on these issues, recalling facts from history and drawing historical parallels.

Summary/Abstract Russia is consistently strengthening its stand as a donor-country in international development assistance. Within the framework of the Paris Club we've reduced the debt burden of developing countries by approximately 12 billion dollars. Within the context of G-8 Russia undertook additional obligations to finance over the coming 4 to 5 years various initiatives in such areas, as education, control of infectious diseases and eradication of energy poverty, totaling about $600 million. In 2007 we provided $210 million for the development assistance, and that does not include debt write-offs. As domestic social and economic conditions improve we will be increasing this figure gradually in compliance with the UN recommendations.
