Summary/Abstract Disputes about Czech history are often contestations between different contemporary political projects. Their success or failure has an impact on the Czech national identity. This article shows how the Velvet Revolution of 1989 reinforced the traditional self-perception of Czechs as a cultured, democratic and peaceful nation that can deal with conflicts in a civilized manner. The limitations of this nationalist myth are discussed, as is their impact on current political agendas.

Summary/Abstract This study examines the prospects for new European Union (EU) member countries in pursuing their foreign policy objectives in relations with China. Both the Czech Republic and Slovakia cherished an idea of making China an alternative economic partner. However, after 1989, China perceived these states as minor, almost unimportant partners, regardless of their efforts. Their profile was raised by EU accession but there was little change in their strength in terms of bilateral relations with China. The article investigates the failures and partial successes of the Czech and Slovak relationships with China, comparing their different approaches to the balance between focusing on political and human rights issues and the pursuit of economic and business interests.

Summary/Abstract This article is an empirical-theoretical mapping of the Czech participation in the peacebuilding reconstruction of Afghanistan in the form of the Czech Provincial Reconstruction Team (PRT). As will become clear, an important part of such a study is a focus on the analysis of the influence of the security context and external factors on the participation and form of the Czech PRT. The study is divided into two basic parts. The first part gives the reader a necessary and sensible grounding. Specifically, it presents a contextual frame for the participation of the North Atlantic Treaty Organization (NATO) in Afghanistan. What then follows is an analysis of the domestic political debate in the Czech Republic. One of the findings is that any proper domestic political debate was absent, instead there was a polarization of the relationship between the government of the Czech Republic and the parliamentary opposition on the issue of the Czech PRT Logar. The article concludes with a question concerning the motives of the Czech government for sending the Czech PRT into Afghanistan.

Summary/Abstract This article inquires into the effects of public apologies. It argues that the focus of most scholars of public diplomacy or conflict resolution on the conflict solving capacity of public apologies is limited and prevents an open and responsive analysis of empirical apology processes. Drawing on speech act theory as developed by John L. Austin and some of his critics it suggests that existing apology theory should broaden its perspective and also take the perlocutionary, that is, the unintended social effects of public apologies into account. The article illustrates its theoretical argument with the example of the Czech-German apology process. The apologies issued between these countries since 1989 suggest that the conflict solving performance of the apologies was exceeded by the unintended social consequences in both, the apologising country as well as the country receiving the apology.

Summary/Abstract Scholars usually agree that the Israeli decision to attack Egypt in October 1956 was motivated by fear of an impending attack by the Egyptian army. That fear was spurred by the news of a large arms deal concluded between Egypt and Czechoslovakia in September 1955. However, Czechoslovak and Soviet reports, used here for the first time, reveal that the Egyptian army was encountering serious difficulties while trying to absorb these weapons. Newly declassified military intelligence assessments reveal that Israeli analysts maintained, even after the Czech-Egyptian arms deal, that the Egyptian army was no match to the IDF. The article goes on to explore the strategic consideration that stood behind the Israeli decision to go to war.

Summary/Abstract The results of a survey of local government officials from the Slovak and Czech Republics taken in December of 2005 are presented and analysed. Attitudes about and perspectives on intergovernmental fiscal relations in the two republics are probed. Differences and similarities in Czech and Slovak views are established regarding some of the perceptions of local autonomy and the sufficiency of available funds; whether or not public services are supplied by the appropriate levels of government; the potential benefits of adopting a serious rather than a nominal property tax; and the flexibility of local budget planning in Czech and Slovak cities and towns.
