Summary/Abstract |
India should play an active role in seeking to address the challenges to the creation of a new and acceptable Indo-Pacific security architecture. Over the years, the aspirations and ambitions of India have grown. it has been acknowledged as a predominant power in south Asia, and an emerging power in the whole of Asia. Its desire to be a leading power in the Indian Ocean Rim cannot be questioned. However, India cannot shy away from assuming responsibilities and playing a more proactive and positive role, especially if it desire to an influential player in Asian and world affairs. India’s strategic orientations need to be adjusted to go beyond the Indian Ocean region to the Pacific Rim.

Summary/Abstract |
Based on a re-reading of the Indian Constituent Assembly Debates in light of subsequent developments, this article provides new insights about the extent to which the Indian constitution allows affirmative action for redressing historical disadvantages and empowering marginalised communities. Since the post-colonial Indian state introduced the criterion of religion in the lists of Scheduled Castes (SCs), this sparked suspicions of efforts to prevent conversions, further augmenting India’s Hindu majority. The article re-examines such claims in light of the Indian Constituent Assembly Debates and subsequent Government Orders for notifying/modifying SCs. It argues that the list of SCs was never envisioned as religion-neutral, so that the exclusion of Pasmanda Muslims and Dalit Christians from the SCs is not a communal afterthought, while religion has all along not been the only or main criterion for affirmative action policies.

President Trump’s immigration policies have raised debates and discussions on a number of factors including the probable politico-economic and diplomatic fall out. In the contemporary geopolitical environment, this article outlines the issues and challenges faced by Africa and explores India–EU cooperation in addressing them. An attempt has been made to analyse this cooperation within the context of dynamic changes taking place in Africa. On the one hand, the essence of the phenomenon of Africa as a potential market is presented; on the other hand, it is depicted as a continent of challenges and threats. These factors have been assessed and analysed independent of China’s growing role in Africa. While describing both EU and India’s engagements in Africa, the article outlines specific areas of cooperation including defence and security, development cooperation, trade and investment, infrastructure development, climate challenges, and strengthening institutions of democracy.
