Summary/Abstract |
The article seeks to explain the resilience of India's democracy in terms of the persistence of significant legislative output and policy continuity despite noisy adversarial politics. The article analyses this argument on the basis of a comparison of two different national regimes - one by the BJP-led National Democratic Alliance government (NDA), 1999-2004, and the other by the Congress-led United Progressive Alliance (UPA), 2004-2009. Despite their rather different approaches to citizenship - the former, based on Hindu nationalism, and the latter, a more inclusive, 'secular' conception of citizenship - there is considerable convergence in legislative regimes, institutions to safeguard the interest of minorities and public subsidy for the Haj pilgrimage. Turning subjects into citizens - no doubt with a sharp eye to their electoral potential - has become accepted practice by both competing coalitions. Despite its occasional breakdown, the paradoxical juxtaposition of adversarial politics and policy continuity is achieved because of the existence of a broad inter-party consensus on one coherent and meaningful citizenship regime and the high trust in which mediating institutions like the Supreme Court and the Election Commission are held.

The military standoff between Chinese and Indian troops in the disputed territory of Doklam brought forward the foreign policy dilemmas of Bhutan and its search for an optimal strategy toward its two neighboring big powers. This paper discusses Bhutan’s attempts to balance its overwhelming dependence on India with the necessity of normal diplomatic relations with China.

Summary/Abstract |
India in 1947 faced the challenge of transforming a poor, socially and spatially fragmented country with low literacy and violent memories of Partition to a democratic state and a cohesive nation. Though the country sorely lacked the "pre-conditions of democracy," it still made a successful transition to electoral democracy, and went on to consolidate it. Compared to other South Asian nations, India's democracy appears even more puzzling-common origin from British colonial rule has led to dissimilar outcomes among India's neighbors. I argue in this article that India's democracy is neither a sham nor idiosyncratic. India's transition to democracy is the outcome of general variables such as path dependency, adroit institutional arrangements, strategic policy reform, and political capital. India's democracy conflates Western liberal democratic forms and non-Western cultures, leading to enfranchisement, entitlement and empowerment of the citizens, and the creation of a sense of efficacy, social justice, legitimacy and trust among them.

This review argues that while Paul Brass’ The Production of Hindu-Muslim Violence in Contemporary India is well written and meticulously documented, its characterization of Hindu-Muslim violence in India as being in an inexorable downward spiral of increasing severity is flawed. The case study method as employed by Brass, while neatly supporting his thesis, fails to capture the reality of the overall pattern of Hindu-Muslim interaction. This is especially striking in contrast to its implementation to better effect in his earlier work, notably Theft of an Idol. In The Production of Hindu-Muslim Violence in Contemporary India Brass’ selective case studies fail to convincingly make the transition from the particular to the general, and it lacks the historical depth and theoretical basis to contextualize Hindu nationalism within the greater framework of nationalism across the globe.

Summary/Abstract |
A large number of candidates has become a regular feature of Indian elections. Given the regulatory concerns the problem has evoked, this article reviews the process of candidate entry in select developed countries. The review reveals the presence of diverse approaches, ruling out the necessity for extreme options like debarring fringe candidates-a course suggested by several Indian expert groups. Among various policy options, India had largely relied on electoral deposit. Our results suggest that an increase in deposits had a significant negative impact on candidate entry in India. However, for an effective deterrence, India needs to continue to keep deposits at a very high level compared to the current international benchmark, discriminating political participation of genuinely underprivileged groups. In contrast, the current level of signature requirements, a relatively unused policy tool in India, was found to be too low and could be easily increased further in order to be effective. We argue that given the high variation and lack of stability in candidate structure across regions and over time, a local approach on signature requirements-as in the U.S. -could be an effective deterrent in India. Accordingly, we suggest that the Election Commission of India should not only have the power to determine the deposit before each election; it should also have the power to change the minimum signature requirement across constituencies (subject to some standard checks and balances).
