Summary/Abstract Debates using Just War theory to evaluate the morality of military action have been common as of late due to America's involvement in Afghanistan and Iraq since 9/11. However, in debating the ethical use of force, it is often forgotten that Just War doctrines were formulated in a very different political and strategic milieu than the 21st century. Moreover, proponents of traditional Just War fail to note that many of the tenets are more pragmatic than ethical. This paper provides a reconceptualization of both the pragmatic and moral bases of Just War theory and its relation to the War on Terror. More specifically, the paper reframes jus ad bellum and jus in bello, taking into consideration rogue states, weapons of mass destruction, and non-state terrorist actors and networks. In addition, the paper discusses the application of jus post bellum criteria and proposes that Cold War containment policies provide a model for advancing an ethical and practical War on Terror.

Summary/Abstract Barack Obama consistently has called upon the US to support what he calls "sustainable democracy." Such a commitment to promoting democracy abroad is a common theme among postwar American presidents, but often there are disconnects between America's ideals and interests as well as between the rhetoric and actual concrete action. This paper introduces democracy promotion activities in recent US history, then turns to the words and deeds of candidate and now, President Obama and his administration. In short, the Obama administration's first year in office has been marked by grand rhetoric, general continuity with the previous administration in democracy funding, but a lack of policy coherence and leadership on these issues. The paper concludes with a series of lessons and recommendations for the Obama administration on sustaining democracy worldwide gleaned from the shortcomings of the Bush administration.

Summary/Abstract Although observers from around the world have suggested that the 'Kosovo problem', particularly if it resulted in independence, had the potential to unsettle world politics, this is simply not likely. We argue that the Kosovo case is so unique that it is not an exemplar for international affairs. In other words, due to factors such as the scale of international investment, security commitments, and great power tutelage and recognition, Kosovo just 'doesn't matter' as a model for other separatist movements. That being said, we conclude with at least one feature of the long-running Kosovo intervention that has become an important pattern in US diplomacy - the liberation of average Muslim citizens from tyranny.
