Declaration by ISIS that the Central Asian States (CAS) will be one of the targets has been a matter of great concern not only for these concerned countries but also for those which are closely politically and economically linked with Central Asia. Hence several questions arise. Why are the CAS targets of the ISIS and what are the problems facing the CAS due to this declaration by the ISIS? What policy measures are taken by the state authorities of the CAS to deal with this situation? What are the perspectives and challenges?

Summary/Abstract |
From what has been stated above, following concluding remarks are made. Initiatives and policy decisions of Russia to dissolve Warsaw Pact, ‘Constructive Cooperation’, Founding Act on Mutual Relations and Reset-Policy played an important role for promoting cooperation between Russia and NATO. But pursuance of policy of Eastward expansion of NATO on misplaced perceptions of threats from Russia, refusal to accept Putin’s proposal of ‘Equal Footing’ with NATO, problems arising out of Russia’s relations with Georgia and Baltic states, impact of ‘Colored Revolutions’, allegation of annexation of Crimea by Moscow, persisting differences on Crimean issue and accusation for east Ukrainian crisis, economic sanctions to punish and weaken Russia have been responsible for ongoing conflicts between Russia and NATO.

Close and cordial political relations between India and Russia have sustained strategic partnership. Both the countries actively participate in regional organizations such as SCO, BRICS on issues of security, terrorism and economic cooperation. Russia’s ‘Look East’ policy has enabled China to overtake India in regional architecture. In changing global context, national interest plays dominant role in foreign policy calculations.

Post-Soviet CA has become a victim of Great Game politics during the last two decades. Potentialities of energy sector CA has increased with Western investment, technology and market that brought dividends with huge inflow of petrodollars to Kazakhstan and Turkmenistan. But fluctuations of both in international prices for oil and gas and in global demand for energy have made a direct impact on economies of CA countries. Energy sector of CA is exposed to pipeline politics. There is realization of negative consequences of overdependence on energy sector. Eurasian Economic Union which was set up on 1st January 2015 has emerged as a major regional organization comprising of five states namely Russia, Kazakhstan, Belarus, Armenia and Kyrgyzstan. Looking back, credit should be given to the president of Kazakhstan Nursultan Nazarbaev who in 1994 suggested the idea of creating a “Eurasian Union” during his speech at Moscow State University.

India and Russia have close, consistent and cordial relations, which have been sustained for decades, without conflict of interest. This is all the more evident from the fact that when Vladimir Putin took over the presidency of Russia two decades back, both India and Russia signed ‘Declaration of Strategic Partnership’ in October 2000 during his visit to India.
