Summary/Abstract In this article, I challenge the prevailing concept of the UK-US 'special relationship' with a view to improving the concept as an analytic tool for researchers. As it stands, the special relationship draws attention to an uncommonly close bond between two state actors in the post-Second World War period, especially in terms of military cooperation. This conception imposes analytic costs - namely, an elision of imperialism as a feature of Anglo-American relations and a concomitant marginalisation of subaltern social actors. In response, I propose a reconception that posits the subaltern - third parties - as integral to the relationship, thus better capturing the empirical reality of Anglo-American relations past and present. Theoretically, I draw upon postcolonial International Relations scholarship and recent theories of friendship in international politics. Empirically, I present a case study of the US military base on Diego Garcia in the Chagos Islands.

Summary/Abstract The ongoing contention between Mauritius and the UK over the sovereignty of the Diego Garcia presents a difficult challenge for Indian foreign policy-makers. New Delhi's principled opposition to colonialism and its historical relationship with Port Louis has made it steadfastly support the Mauritian claim. However, such principled foreign policy militates against India's quest to balance the growing Chinese influence in the Indian Ocean. Insofar, Diego Garcia allows the US Navy to maintain an active presence in the Indian Ocean, thereby keeping the Chinese naval power at bay. Balance of power considerations notwithstanding, the expanding trajectory of the Indo-US strategic partnership also demands New Delhi to weigh the burden of its policies on Diego Garcia carefully. This article juxtaposes India's historical record on Diego Garcia during the Cold War with its contemporary approach to the issue. In doing so, it sheds further light on India's strategic decision-making in the Indian Ocean, its dilemmas in confronting a genuinely hostile maritime power in the region, and deliberates on potential options for dispute resolution which can not only satisfy Mauritian demands but also ensure a healthy balance of power in the Indian Ocean.

Summary/Abstract This article examines the implications for the U.S. military base in Diego Garcia, located in the Chagos Archipelago, in the event that sovereignty of the atoll is ceded from the U.K. to Mauritius. Diego Garcia has become a critically important military base, facilitating U.S. power projection into the Indian Ocean, Middle East and Africa. The legality and future of British sovereignty over the atoll was challenged in 2019 in both the International Court of Justice and United Nations General Assembly. This article finds that Mauritian sovereignty of Diego Garcia would have considerable adverse consequences for U.S. military activity, potentially prohibiting many of the core functions the facility currently performs, as under U.K. sovereignty. Further, this article examines the strategic utility in Diego Garcia for the U.S. and U.K. governments, which demonstrates why these two nations are willing to endure considerable reputational costs and international backlash for retention of the atoll.

Summary/Abstract The article presents a critical investigation of the historiography of the Chagos archipelago and in particular the expelled islanders, known as Ilois, and more recently as Chagossians. A brief survey of the discovery and settlement of the atolls is provided, along with a more detailed summary of key events in the history of workers on the archipelago from the late-eighteenth to mid-twentieth century. Finally, the paper discusses the challenges of framing a workers’ history characterized by exploitation and marginalization alongside the romanticized collective representation of life in the archipelago which has been adopted as a ‘narrative of exile’ by the Chagossians.
