General Boris Gromov, commander of the 40th Army of the Soviet Union, crossed the 'Friendship' bridge linking the Salang Pass on 15 February I989. hack to the motherland. Najibullah. the Afghan president and a Communist protege' of the USSR regime of Mikhail Gorbachev, was ousted from power in April 1992. The intervening three years have a story to tell to the various protagonists of the current Afghan drama being enacted right now as another superpower gets ready to decamp without completing what it set out to do. The Red Army had left in early I989, and its nominee, Najihullah. held on to power for another three years on the strength of the same Afghan army that had desertions, remained fragmented in factional lines - the Parchams and the Khalqis - and was depleted in terms of resources.

On 5 February 2003, the then US Secretary of State, Gen Colin Powell had said at the United Nations Security Council (UNSC) that, “Iraq today harbors a deadly terrorist network, headed by Abu Musab al-Zarqawi, an associate and collaborator of Osama bin Laden and his al-Qaeda lieutenants.” This was an important part of Powell’s false case for an aggression against Iraq and its then president, Saddam Hussain. The world came to know of Zarqawi then for the first time. On 27 December 2004, Osama Bin Laden, the emir of al-Qaeda, declared Zarqawi as the emir al-Qaeda (The Base) in Iraq. Powell’s seemingly prophetic words bore fruit not when Saddam Hussain was at the helm, but when Iraq was under the occupation of the Anglo-American coalition.....

At the outset, it is important to put on record the epistemological root of the reading of Chanakya's Arthashastra applicable to this commentary. The main text is from the translated volume by L.N. Rangarajan, titled Kautilya: The Arthashastra published by Penguin in 1992. Rangarajan has himself stated that he was guided by two versions of the original treatise of R. Samasastry and R.P. Kangle.1
