Summary/Abstract |
This article examines the status of globalization as a causal factor in political mobilization and proposes a research agenda for diagnosing the impact of global socio-economic dynamics on ideological orientation in national polities. Focusing on Europe's established democracies, the article outlines recent shifts in Europe's ideological landscape and explores the mechanisms generating a new pattern of political conflict and electoral competition. It advances the hypothesis that the knowledge economy of open borders has brought about a political cleavage intimately linked to citizens' perceptions of the social impact of global economic integration. In this context, the polarization of life chances is determined by institutionally mediated exposure to both the economic opportunities and the hazards of globalization. Fostered by the increasing relevance of the international for state-bound publics, new fault-lines of social conflict are emerging, giving shape to a new, "opportunity-risk," axis of political competition. As the novel political cleavage challenges the conventional left-right divide, it is likely to radically alter Europe's ideological geography.

The February 2010 ruling of the African Commission on Human and Peoples' Rights on the Kenyan government's violation of the Endorois people's rights is the Commission's most substantive and radical decision to date, with important implications for international jurisprudence, national politics, and local strategies - as well as potential socio-economic realities and inter-communal relations. The ruling combined a liberal interpretation of the African Charter with far-reaching recommendations and the request for a government progress report. It was the first time that the Commission had decided on and extended individual and peoples' rights to indigenous people, and is the first time in the world that a specific right to development has been adjudicated upon. By accepting the Endorois as an indigenous community the decision completes a process of ethnic invention that began in the 1990s, and has seen Endorois assert ethnic difference from their Kalenjin neighbours as a strategy of legal argument. The outcome is a victory for Endorois leaders and may help other communities tackle state injustice. However, the broad implications for social justice and inter-communal relations are contentious given the decision's reinforcement of an inherently exclusive sense of ethnic territoriality and neglect of gross inequalities in wealth and power. From this perspective, the decision reflects a modern obsession with the 'politics of recognition' to the neglect of a 'politics of redistribution'.

Summary/Abstract |
For some time now, there has been a buzz about India's growing role in the world and a widespread feeling that India must play a much larger global role. Today, this feeling has become far more acute.
It is important, then, that there should be greater, and more widespread, awareness of foreign policy challenges faced by India, as well as a deeper understanding of the stakes and options for India's foreign policy. The public needs to be more knowledgeable about foreign affairs, which cannot be the concern only of those who exercise power in New Delhi. It is something in which every citizen should be involved. It is also essential that there should be a vibrant and constructive debate, especially involving the young, on where we are headed and why, because unless there is public support our foreign policy will not be successful. Some recent incidents pertaining to our relations with Sri Lanka and Bangladesh where the Chief Ministers of Tamil Nadu and West Bengal respectively forced the hand of the Central Government illustrate this point. I am glad that the BJP manifesto talks about having a "Team India" that brings together the Prime Minister and the Chief Ministers of States.
My conversation with you today is a small effort to create this awareness, perhaps stimulate your imagination and set you thinking.

Summary/Abstract |
China's domestic climate-change policy has changed remarkably since 1988. In the late 1980s, the central government viewed climate change as a highly scientific, foreign affairs issue, and any policies were limited to scientific investigations. A mere decade later, climate change was seen as a developmental issue. By 2007 climate change had become a national priority. Since then, climate-change policies have expanded in measure and in scope. In this article I employ the advocacy coalition framework (ACF) to explain the policy changes. The ACF takes into account the overall sophistication of socioeconomic conditions in China as well as the climate-change advocacy coalition's communications and active use of their amassed knowledge to influence policy.

This article examines political leaders' framing strategies during times of public diplomacy crisis. By focusing on the nexus of domestic-international politics, it argues that during public diplomacy crises, policy-makers would like to utilize their speech acts on foreign policy issues to manage expectations of domestic public opinion. This paper's main contention is to demonstrate that the head of AKP (Adalet ve Kalk?nma Partisi) government, Recep Tayyip Erdo?an, has instrumentalized his foreign policy speeches with the label of "honorable" to legitimize AKP's practices at the domestic level.
