Summary/Abstract I am very pleased to participate in this Symposium in honor of Colin Gray. I first met Colin over four decades ago in the mid-1970s when he had just arrived at the Hudson Institute from England. I also was a younger staff member at Hudson. Over the decades, Colin’s career went off in one direction – strategy and defense policy and posture – and my own in another – nuclear nonproliferation and arms control. We and our families remained friends – and every now and then we saw each other.

Summary/Abstract On the eve of the 2015 Nuclear Nonproliferation Treaty (NPT) Review Conference, there is a stalemate on nuclear disarmament issues between the NPT non-nuclear-weapon states and nuclear-weapon states. That stalemate is typified by controversy over the new focus of the non-nuclear-weapon states on the humanitarian impact of nuclear weapons; lack of agreement among NPT parties on how best to advance nuclear disarmament, heightened by widespread frustration with the slow pace of achieving the nuclear disarmament goals of Article VI of the NPT; and the attraction of calls to negotiate a nuclear weapons ban even without the participation of the nuclear-weapon states. The review conference is an opportunity for all NPT parties to agree on a way forward to break this stalemate and advance cooperatively the treaty’s goal of nuclear disarmament.

Summary/Abstract This article assesses the successes and failures of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) since its creation in 1968 by developing and applying a set of "metrics" to each of the NPT's substantive articles as well as to its withdrawal provisions. In light of this analysis, the article also puts forward some specific proposals for strengthening the NPT and its implementation, with a view to the debate and decisions at the upcoming 2010 NPT Review Conference. A concluding section turns explicitly to the 2010 NPT Review Conference and proposes pursuit of agreement on three NPT Action Plans: one for nonproliferation, one for peaceful uses, and one for nuclear disarmament. Combining vision and practicable steps, these Action Plans would set out a roadmap for action between the 2010 and the 2015 NPT Review Conferences. They could provide a foundation for substantive exchanges-in this case, on progress toward their implementation-during the preparations for the 2015 conference.
