Summary/Abstract This article examines the traditional political and economic factors that have been purported to explain the prevalence of insurgency. It tests the following hypotheses at the subnational level in Colombia: guerrilla violence is positively associated with exports; higher levels of insurgency are associated with low levels of GDP per capita or negative growth rates; guerrilla violence emerges in the context of weak state presence; and higher levels of state repression are associated with higher levels of insurgent violence. The analysis utilizes a zero-inflated negative binomial to capture dynamics of both intensity and onset of violence. The econometric analysis is supplemented with cartographic visualization and qualitative analysis.

Summary/Abstract Recent work in the refugee literature finds that both insurgents hiding in camps and aid to refugees may increase violence. This article assesses whether this theory applies to Conflict Induced Displaced People (IDPs). Specifically, it asks if the arrival of IDPs increases leftist violence in Colombia. Colombia has high numbers of IDPs, significant insurgent violence, and available sub-national data to enable an examination of IDP flows on leftist violence. In the Colombian case, the arrival of conflict induced displaced people is not associated with increased leftist violence.

Paramilitary Violence in Colombia: a Multilevel Negative Binomial Analysis / Holmes, Jennifer S   Journal Article

Summary/Abstract Although Colombia is well known for its persistent leftist guerrilla conflict, the country also suffers from paramilitary violence. This study examines the potential factors related to persistent paramilitary violence in the form of human rights violations. How has paramilitary activity, and its causes, changed over time? Why does it persist in some areas after Uribe’s demobilization process but not in others? We use multilevel modeling to explore the determinants of paramilitary human rights violations. A varied range of aspects potentially associated with the paramilitary presence at the municipal level for the period 2002–2015, such as state presence, resources, greed, grievances and conflict are analyzed. The study uses information about paramilitary human rights violations from the Centro de Investigación y Educación Popular (CINEP). Results suggest that the demobilization process reduced the initial paramilitary motivation to fight against leftist guerrilla. However, other factors such as coca cultivation or ranching remained significantly related to the paramilitary activity. The analysis at the municipal level provides clear warnings for continued violence cycles threatening any undergoing or future peace processes or demobilizations and calls for a more nuanced concept of state capacity to understand paramilitary violence.

Summary/Abstract Whether or not Colombia has improved is a controversial topic. If improvement has occurred, what, if any, lessons from the Colombian model can be learned? The first lesson is that Colombia's problems were caused more by a weak state than by drugs. The second lesson is that improving state capacity requires more than just increased security. The state must also provide the basic social services that citizens require to gain and maintain their support. Additionally, government institutions need to improve their professionalism, protect human rights, and root out impunity and corruption. The alternative is to suffer from new cycles of violence as old foes are vanquished, but new ones emerge.
