Mentally military and political leaders should be ready to understand and absorb the dynamics of warfare. In this respect, future operations are likely to be carried out in battlefields exposed to the influence of directed energy. Autonomous and automated weapons will become the key elements of military operations. Modern weapons will become increasingly network centric, asymmetric hybrid systems.

Sri Lanka has begun a new political chapter in 2020 with the election of Gotabaya Rajapaksa, who served as defence secretary for nearly a decade under his brother, President Mahinda Rajapaksa from 2005 to 2015. His electoral victory was not unexpected as most of the Sri Lankans hail him and his brother as national heroes for eliminating three-decade long Tamil separatist insurgency by the Liberation Tigers of Tamil Eelam (LTTE).

At the strategic security level, apart from Sri Lanka’s bid to renew relations with India, China’s concerns with the Sirisena government relate to its ambitious power projection in South Asia and the Indian Ocean Region (IOR). Sri Lanka has emerged as a key strategic pivot astride the Indian Ocean to further China’s 21st Century Maritime Silk Route (MSR). Sri Lanka has already announced its support to the initiative. China has recently announced an outlay of US$ 40 billion for the MSR. With this huge investment, and those already made in port and road infrastructure projects in Sri Lanka and Pakistan, China simply cannot afford any obstruction to the completion of MSR, which would increase its strategic reach in keeping with its global ambitions. China has tried to use its existing discounted but firm relationship with Sri Lanka by turning President Sirisena’s desire to rebalance Sri Lanka’s relations with India as an opportunity for evolving a triangular relationship with India and Sri Lanka. This would help China further its strategic objectives in IOR and South Asia, as well as bring in India to join the MSR and turn it into a successful project.

Recently India’s Indian Ocean neighbours – Sri Lanka and Maldives – witnessed political crises after heads of state attempted to tinker with constitution to suit their political ends, plunging the country into chaos and uncertain future. This was due to fractious and personality driven domestic politics practiced in both the countries. However, they have managed to defuse the crises through democratic process, thanks to their own internal political dynamics and external pressure, mainly from the US and the European Union.
