As the next Party Congress loomed in 2017, China’s top leaders in 2016 endorsed President Xi Jinping as the leadership “core,” a move that may allow his further consolidation of political power. The economy grew at a targeted 6.7%. Beijing challenged the new Taiwan administration, and sought to consolidate its muscle-flexing in the South China Sea. The likely direction of US relations under Donald Trump remained uncertain.

Summary/Abstract |
Drawing on a unique set of surveys, this article explores the question of whether Russia's post-communist business associations are generally antithetical to or supportive of the broad objectives of economic restructuring. Contrary to the most widely cited analysis as to the purposes of collective action in the business community, the survey evidence demonstrates that association members have embraced market-adapting forms of behaviour at greater rates than non-members. The responses of both firms and associations, moreover, suggest that the associations themselves are, at least in part, directly responsible. These findings point to the conclusion that in contemporary Russia the net returns to collective action in support of market development are high relative to those for purposes that are less supportive.

Summary/Abstract |
The iron and steel industry is one of the major energy-consuming industries in China. Given the limited research on effective energy conservation in China×s industrial sectors, this paper analyzes the total factor energy efficiency and the corresponding energy conservation potential of China×s iron and steel industry using the excessive energy-input stochastic frontier model. The results show that there was an increasing trend in energy efficiency between 2005 and 2011 with an average energy efficiency of 0.699 and a cumulative energy conservation potential of 723.44 million tons of coal equivalent (Mtce). We further analyze the regional differences in energy efficiency and find that energy efficiency of Northeastern China is high while that of Central and Western China is low. Therefore, there is a concentration of energy conservation potential for the iron and steel industry in the Central and Western areas. In addition, we discover that inefficient factors are important for improving energy conservation. We find that the structural defect in the economic system is an important impediment to energy efficiency and economic restructuring is the key to improving energy efficiency.

This paper examines the new urban poverty in China since the deepening of market-oriented reform in the 1990s and argues that the institutional process goes beyond recent market-oriented reforms. Poverty generation is driven by broad economic restructuring and transformation of welfare provision. De-industrialisation and decline in state-owned enterprises have generated a significant number of laid-off workers, forming the new urban poor who are simultaneously confronted with the transformation of welfare provision. The loss of workplace-based entitlement is a direct cause of their poverty or exacerbates their underprivileged conditions. For at least a significant proportion of new urban poor without the hope of returning to the mainstream labour market, the minimum living standard support programme in fact captures them at the edge of survival

Summary/Abstract |
This article relates the Anglo-American invasion of Iraq to fundamental aspects of Anglo-American political economy, including the increasing integration of the British and US economies, and the largely Anglo-American-led project of global economic restructuring currently taking place. Part I discusses the political economy of UK-US relations and the evolution of an Anglo-American military-industrial conglomerate. Part II links the Anglo-American relations and interests detailed in the first part of the article to an on-going project of global reconstruction. With this as a context, Part III reviews the history of British and US foreign policies towards Iraq and the culmination of these policies in the invasion of the country. The conclusions draw implications for the overall nature and direction of current trends of change.

Scalar relations have been restructured in the contemporary capitalism. in post-reform China. many scalars are transformed and constructed with the transition from state socialism to market economy. This article examines the process of rescaling state power from the perspective of politics of scale. using a case of province-jading-city reform in Jiangsu province. By examining the role of government at various levels in the province-leading-city reform. it is argued that the province-leading-city reform is a rescaling of state power. involving up-scaling and down-scaling of powers. Due to power reshuffling in the rescaling process. there are intense power struggles among scalars in both vertical and horizontal dimensions. With the deepening process of globalization. marketization. and decentralization. China's cities and regions have undergone dramatic economic and political restructuring since the late l970s. There emerges consider-
able acidotic and policy interests in China's changing urban and regional governance after the launch of economic reforms and open-door policy. especially after 2000.' On the urban scale. China's changing
governance has been the focus of previous studies? By cautiously borrowing Western urban theories. such as urban regime. growth coalition. and entrepreneurial city. scholars have argued that transitional China shares stone similarities with Western societies, but there are still differences in urban governance due to a strong government or tight social control."
