Speaking at a meeting of the Pobeda (Victory) Organizing Committee on March 17, Russian President Vladimir Putin said that May 9 is a day of glory, a day of pride for our people, and a day of the utmost respect for the generation of victors. Our country played a key role in smashing Hitler's war machine and freeing Europe and the world from the madness of Nazism. It was due to the courage, heroism and self-sacrifice of Soviet soldiers and all the peoples of the former Soviet Union, who bore the brunt of the war, that Europe was able to embark on the path of constructive development and partnership. To us, the Great Victory will forever remain a source of national pride and a foundation for bringing up the new generation in the spirit of patriotism. We are all deeply indebted to the veterans. We bow to you.

THE MONTH OF MAY and its fireworks are now behind us. The country and the world celebrated Victory Day, which is a holiday of war veterans, home front workers, and all the people of Russia and other victorious nations. There was a grand parade on Red Square and a wreath-laying ceremony at the tomb of the Unknown Soldier. The march of the Immortal Regiment - a civil initiative that has acquired a truly global dimension - took place again not only in Russia, but in many other countries as well, with the participation of hundreds of thousands of Russians, our compatriots abroad and citizens of other countries - all people who cherish the memory of Victory and the memory of those who worked to bring it closer.

GOOD AFTERNOON, ladies and gentlemen.
I am glad to welcome you to this traditional meeting, to sum up the year 2012 in foreign policy.
Last year was difficult. Uneven global development intensified, instability increased, the Middle East was seething. Of greatest worry is the development of the situation in and around Syria. Terrorist attacks have become almost daily occurrences in the region, weapons have spread unchecked, there is infiltration of militants, including into the Sahara-Sahel zone. The situation in Mali feels the impact of the events in Libya. A very alarming wake-up call was the seizure of hostages in Algeria. Little progress was made towards a solution of the task of non-proliferation of mass destruction weapons - I have in mind the situation around the Iranian nuclear program (INP), the nuclear issue on the Korean Peninsula, and the situation with the convening of the conference to establish a Middle East zone free of weapons of mass destruction.

ON FEBRUARY 12 OF THIS YEAR, Russian President V.V. Putin approved a new Foreign Policy Concept of the Russian Federation. The guidelines for the document, work on which lasted several months, were set by a presidential decree that was signed the day the head of state was inaugurated. The draft concept was discussed with the government agencies that are most actively involved in international activity, and considered in various departments of the Russian presidential administration. The Russian expert community was involved in its preparation, including members of the Foreign Ministry's Scientific Council. We are grateful to all those who have put forward their proposals and considerations, including in the pages of International Affairs.

Our professional holiday has once again clearly demonstrated the Russian leadership's unwavering focus on the diplomatic service. In his message to the current and former employees of the Ministry of Foreign Affairs posted on the website of the President of the Russian Federation, Vladimir Putin stressed the Foreign Ministry's significant contribution to upholding our national interests and strengthening the position of our country in the world arena. We also received congratulatory messages from Prime Minister Dmitry Medvedev, Chairperson of the Federation Council of the Federal Assembly Valentina Matviyenko, Chairman of the State Duma Sergey Naryshkin, committee chairmen, senators, deputies, heads of ministries, departments, and governors of the Russian regions. They all had kind words to say about the Foreign Ministry and wish us well.
