Summary/Abstract ON OCTOBER 14, 2017, the 137th Assembly of the Interparliamentary Union (IPU), the oldest international political organization, will open in St. Petersburg. It may be recalled that the previous, 136th Assembly that took place in Dhaka, Bangladesh, preparations for which were widely covered in International Affairs,1 was truly historic for the Russian delegation. For the first time in 20 years, Russia initiated an IPU draft resolution on a very important and relevant subject, "The Role of Parliament in Respecting the Principle of Non-intervention in the Internal Affairs of States," receiving overwhelming support from the majority of national delegations and ensuring its adoption by consensus.

Summary/Abstract THE FEDERAL AGENCY for the Commonwealth of Independent States, Compatriots Living Abroad and International Humanitarian Cooperation, or Rossotrudnichestvo, subordinate to the Foreign Ministry, is the youngest in the system of state executive bodies of the Russian Federation. In September, it will be four years old. Much has been done in so short a time: a regulatory framework for the agency created; the main thrust areas and, you may say, the work philosophy defined; a number of interesting projects launched on this basis; and an extensive amount of work performed to restore and expand the network of foreign representations.

Summary/Abstract IN SEPTEMBER, Rossotrudnichestvo, which I have the honor and pleasure to head, turned five. On September 6, 2008, under Decree No. 1315 of the president of the Russian Federation, the Federal Agency for the Commonwealth of Independent States, Compatriots Living Abroad and International Humanitarian Cooperation was established within the system of state executive bodies of the Russian Federation. In accordance with the decree, the new agency was established "with the aim of enhancing the effectiveness of state administration in the area of international collaboration" as a successor to the Russian Center for International Scientific and Cultural Cooperation (Roszarubezhtsentr) at the Russian Foreign Ministry.

Summary/Abstract FOSTERING INTERNATIONAL development, official facilitation of development, assistance to developing countries - these are closely related notions each of which is already recognizable in Russia, being actively discussed within the expert community but not always understandable to our country's citizens. This is why I consider it important to promote a broad public discussion about the way these processes generally evolve in the present-day world and what they mean for Russia as a world power with global interests and its own agenda for international relations.
