Summary/Abstract Turkey's foreign policy activism on a range of regional and global issues has sparked enormous interest in academic and policy circles in recent years. Turkey occupied a central place in discussions on the Iranian nuclear program when it formulated, with Brazil, a plan to transfer part of Iran's nuclear stockpile to Turkey in apparent opposition to the US policy of spearheading a new round of sanctions in the summer of 2010. Turkey's attempts to interject itself as a mediator into regional crises-be it between Israel and the Arabs; Afghanistan and Pakistan; Bosnia-Herzegovina, Serbia, and Croatia; various Iraqi groups; various Lebanese groups; or Russia and Georgia-has been another area of activism for Turkish diplomacy. At the same time, Turkey has initiated dialogue with such neighbours as Armenia, Greece, and Iraq to resolve decades-old disputes and normalize bilateral relations. Turkey's efforts to capitalize on its geographic location to turn the country into a major hub for the transportation and marketing of Eurasian and Middle Eastern energy resources to global markets has provided yet another dimension of Turkey's growing visibility in international affairs.

Summary/Abstract In international relations, globalization transfers the location of governance from nation-states laterally to such private actors as nongovernmental organizations (NGOs) and multinational firms, as well as vertically to local governments and supranational organizations. The purpose of this article is to clarify how the competitions among firms affect the problem of global issues by examining the case of the Trade-Related Aspects of Intellectual Property Rights (TRIPS) and public health. This study shows why most of least developed countries implemented the TRIPS despite the warning of NGOs not to implement earlier for the sake of access to medicines. In order to understand the positive attitude of least developed countries toward the TRIPS, we have to examine how the distribution of pharmaceutical firms capacities in developing countries affect the implementation of the TRIPS Agreement. The existence and different capacities of generic pharmaceutical companies in developing companies are important elements of state policy toward the TRIPS.

Summary/Abstract A common view of Japan's International Relations (IR) studies in the post-World War II period is that they are characterized by pacifism and historical approaches. This paper argues that while pacifism has continued to serve as the basis of them, the approaches adopted by researchers have become increasingly diversified. Specifically, although the main issues for Japanese IR studies in the postwar period (i.e. defense strategy, world political economy, and global issues) have been consistently addressed by researchers on the basis of pacifism, the theoretical orientation of researchers has continually become stronger. Finally, this paper argues that both changing and continuous characteristics of IR studies in Japan have been supported by global developments, and concludes that this trend will continue into the near future.
