An informal remark by Russian Foreign Minister Sergei Lavrov made last year that there can be no "business as usual" with the West any more is a belated statement of fact. It reflects only one aspect of the fundamental transformations taking place in the world. Naturally, Russia's foreign policy cannot but respond to these changes, not just ad hoc but doctrinally.

| Summary/Abstract |
The concept of the Silk Road Economic Belt put forward by the Chinese President Xi Jinping in September 2013 has two major dimensions: “the Road” and “the Belt”. This article examines the background, the legal status, values, institutional framework and major areas of cooperation of the Shanghai Cooperation Organisation (SCO). In doing so, it argues that building “the Road” may lead to the following: (a) the transformation of the SCO from hitherto primarily security-oriented alliance into “the Belt”, i.e. an organisation pursuing also deep economic cooperation, and (b) the establishment of a Silk Road Union based on partnership between SCO and the Eurasian alliance, constituted by two most important regional integration groupings created in the post-Soviet area, the Collective Security Treaty Organization and the Eurasian Economic Union.

This article examines a likely prospective trend in improving the logistical support of the Collective Security Forces of the Collective Security Treaty Organization during joint operations, namely, setting up a joint transportation and logistics holding. It analyzes the legal basis of establishing this kind of holding, its organizational forms and regional systems of unit control, as well as contemplating the potential positive effect from introducing this structure.

The authors look at various aspects of nonlethal weapons production and procurement for the Armed Forces, provide a brief overview of current attitudes and approaches to the creation of such weapons abroad, give an analysis of the first experience of practical application of nonlethal weapons in fulfilling antiterrorist tasks by forces of the CSTO, and propose a package of measures intended to accelerate the procurement of this type of weapons for the forces.

Uzbekistan's decision to suspend its membership in the Collective Security Treaty Organization has sparked another round of debates about the CSTO's efficiency. But even without Tashkent's decision, there has long been the need to consider how things stand in the former Soviet Union twenty years after the breakup of the once-unified state. In addition to a heaping pile of geopolitical problems, there is a major factor of personal relationships among the leaders of the countries that have emerged in place of the USSR.
